The following comments on an item on the Newport Beach General Plan Advisory Committee agenda are

Item IV.d. November Workshops: Recreation and Natural Resources,
and Coastal Resilience and Safety
Item IV.c on the present agenda provides a thorough recap of what happened at the October 28
meeting of the Noise Element Subcommittee.
The agenda listing and memo for the present item indicates the vision and workshop materials
presented on October 2 were refined at subsequent meetings of the Vision Statement, Recreation
and Natural Resources, and Safety Subcommittees. Are there any minutes of what transpired at
those meetings?
In connection with those refinements, the refined Vision Statement does not appear to be
included in the present agenda materials, even though the October 2 minutes provided as Item
IV.a indicate that at that meeting GPAC Member Kobayashi raised concerns about a number of
items in it. Were those concerns addressed? Have any changes been made?
Similarly, the October minutes indicate the GPAC’s motion regarding the subcommittee reviews
was “to include Committee Member Watkins’ comments” on the Recreation and Natural
Resources workshop materials. Yet some of Member Watkins’ suggestions appear to have been
incorporated, and others not. What was the basis for this? Is it the recommendation of the
subcommittee?
