Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Agreement. Please note:
a. A bond is required prior to construction.
b. A master license agreement amendment is required prior to construction
in order to identify the specific site locations approved under the
agreement.
c. An encroachment permit is required prior to construction.
2. Project Plans. See the attached plans from Planning, Public Works, and Utilities
for additional redlined comments. Please provide one full size (24” by 36”) set of
plans and four reduced (11” x 17”) sets of plans that are revised to reflect the
following information.
Site Plan (Sheet A-1):
a. Dimension from the curb face to the light pole, from the light pole to the
edge of sidewalk, and from the curb face to property line. The right of way
dimensions are not shown accurately. Please revise. Dimension from the
pole to the edge of the sidewalk.
b. Dimension the distance to the existing parkway trees shown on Detail 3 of
Sheet A-1.

Elevations (Sheets A-2 and A-3):
c. Please revise proposed luminaire height to the existing luminaire height.
The proposed height of the luminaire has changed since the last submittal.
The heights should match between the existing and details should match
between Sheets S-2, A-2, and A-3.
d. Show the existing signs. Protect and reinstall install existing signs in the
same location. Please note this replacement shall be by the contractor.
e. Revise the note regarding delivery of the existing pole to the City Utilities
Yard on Sheet A-2 and A-3 for consistency with the standard note on
Sheet GN-1.
f. The note is incomplete in the upper left hand corner shown on Detail 1
(New southwest elevation) of Sheet A-2 (###).
g. The emergency contact sign should be provided at pedestrian level.
Revise location on the exterior elevations.
Details
h. Provide details for the new luminaire. Unaddressed.
i. Submit structural calculations including wind loading with banners. See City
Council Policy L-16. Please include these details in the wind loading
calculations. The pole and banners should be designed to handle a 90 mph
wind speed in accordance with Council Policy L-16. Please provide a
response (via phone call, written response, etc.) to Abby Cooke in Public
Works – 949-644-3323, acooke@newportbeachca.gov. Please remove and
replace sheet D-5 as spec does not comply with City Council Policy L-16
which requires brackets withstanding wind speeds of 90 miles per hour.
3. Traffic Control Plans. Thank you for including the Traffic Control Plan. Please be
advised review and approval of this plan will occur during the encroachment
permit process and may be subject to change.
4. Electronic copy. All of the above submittal items are required to be submitted in
electronic format (i.e., CD-ROM or PDF via email).
Upon verification of completion, the application will be processed and scheduled for a
Zoning Administrator Hearing. Should you have any questions regarding submittal
