TITLE: Irrigation Controllers Replacements — Notice of Completion for
Contract No. 9527-1 (24P02)
ABSTRACT:
On May 28, 2024, the City Council awarded Contract No. 9527-1 for Irrigation Controllers
Replacement to American Landscape, Inc. of Canoga Park. The total contract award was
$729,950 plus a $36,500 (-5%) contingency allowance. The required work is now
complete and staff requests that the City Council accept the work and close out the
contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project.
DISCUSSION:
This project installed 59 weather -based automated irrigation controllers at various
locations (Attachment A), which will increase irrigation effectiveness while also reducing
water use and costs. The contracted work has been completed to the satisfaction of the
Public Works Department. A summary of the construction cost is as follows:

The cost increase was primarily due to minor issues encountered at two controller
locations.
The allowed contract time was 120 business days to account for potential issues such as
supply chain delays. However, the supplier and distributor had the necessary materials
in advance and installation was completed ahead of schedule.

FISCAL IMPACT:
The Irrigation Controllers Replacement Project was included within the Fiscal Year 2023-
24 Capital Improvement Program Budget. Funding was provided from the Parks
Maintenance Master Plan (PMMP), which includes a comprehensive condition
assessment of all City of Newport Beach parks and prioritizes/funds capital repairs and
major maintenance projects to keep City parks in good condition. The PMMP is funded
through the General Fund. Funds for the construction contract were expended from the
following account:

ENVIRONMENTAL REVIEW:
On May 28, 2024, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 1 Section 15301(d) (rehabilitation of
deteriorated facilities involving no expansion of existing use) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
