Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Benjamin Davis, Senior Civil Engineer - 949-644-3317, bdavis@newportbeachca.gov TITLE: Tamura Deep Water Well Rehabilitation (Project No. 24W15) — Notice of Completion for Contract No. 9328-1 ABSTRACT: On September 12, 2023, the City Council awarded Contract No. 9328-1 for the Tamura Deep Water Well Rehabilitation project to General Pump Company, Inc. The project rehabilitated the Tamura Deep water well with mechanical and chemical treatment and installed a stainless -steel liner to restore the well to design pumping capacity. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $817,023.00 $897,914.47 +$80,890.47 +9.90% Allowed Contract Time + Approved 119 Actual Time Used (Days) 119 Extensions (Days) _ This project included removing the existing motor and pump, conducting down -well video surveys, wire brushing, chemical treatment, mechanical treatment, installing a new stainless -steel liner, performing test pumping, and installing the new permanent pump. The contracted work has been completed to the satisfaction of the Public Works Department. 8-1 Tamura Deep Water Well Rehabilitation — Notice of Completion for Contract No. 9328-1 November 19, 2024 Page 2 A summary of the construction cost is as follows: Original Bid Amount: $ 817,024.00 Actual Cost of Bid Items Constructed: $ 784,024.00 Total Change Orders: $ 113,890.47 Final Contract Cost: $ 897,914.47 The final total contract amount was $897,914.47, which was approximately 9.9% higher than the original bid amount. This cost increase was primarily due to existing permanent pump components that were required to be replaced during the project and were not included in the bid items. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule October 30, 2023 Actual Start of Construction Per Notice to Proceed November 27, 2023 Extended Contract Completion Date Inclusive of Extra Work May 31, 2024 Actual Substantial Construction Completion Date May 31, 2024 The contractor encountered delays constructing the new pump and the inspection port was found to be blocked after installation of the new stainless -steel liner. The contractor completed installation of the new pump and a new inspection port to restore the well to full operational capacity. FISCAL IMPACT: The Tamura Deep Water Well Rehabilitation was included within the FY 2023-24 Capital Improvement Program Budget. Funds for the construction contract were expended from the following account(s)- Account Description Water Capital Non -Master Plan Fund Account Number Amount 70201933-980000-24W15 $ 897,914.47 Total: $ 897,914.47 The Water Capital Non -Master Plan Fund generates revenue primarily through water rates collected by service users. ENVIRONMENTAL REVIEW: On September 12, 2023, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. 8-2 Tamura Deep Water Well Rehabilitation — Notice of Completion for Contract No. 9328-1 November 19, 2024 Page 3 NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
