Slade and Associates for Water Well Rehabilitation, Contract No. 9598-1 (25W07) ABSTRACT: The City of Newport Beach received construction bids for the Tamura Shallow, Dolphin Shallow and Dolphin Deep Water Well Rehabilitation project and requests City Council approval to award the construction contract to General Pump Company, Inc. This project will rehabilitate the City's Tamura Shallow, Dolphin Shallow and Dolphin Deep water wells with mechanical and chemical treatment, as well as install stainless -steel liners in the two shallow wells to restore the wells' pumping capacity. In addition, staff requests City Council approval to amend the Professional Services Agreement with Richard C. Slade and Associates to provide necessary well construction inspections, for review of down well videos, to make final pumping recommendations, and to report on the inspections and pumping test results for the water well rehabilitations. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity)] of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Approve Budget Amendment No. 25-039 appropriating $1,339,096 in increased expenditures in Account No. 70201931-980000-25W07 and transferring funds from the Water Enterprise Fund unappropriated fund balance to the Water Capital Fund; d) Award Contract No. 9598-2 to General Pump Company for the total bid price of $2,317,060, and authorize the Mayor and City Clerk to execute the contract; e) Establish a contingency of $232,000 (approximately 10% of total bid) to cover the cost of unforeseen work not included in the original contract; and 10-1 Tamura Shallow, Dolphin Shallow and Dolphin Deep Water Well Rehabilitation — Award of Contract No. 9598-2 and Approval of Amendment No. One to rofessional Services Agreement with Richard C. Slade and Associates for Water Well Rehabilitation November 19, 2024 Page 2 f) Approve Amendment No. One to the Professional Services Agreement Contract No. 9598-1 with Richard C. Slade and Associates, Inc. for an additional $245,510 for a total not -to -exceed amount of $287,606 and authorize the Mayor and City Clerk to execute the amendment. DISCUSSION: At 10 a.m. on October 24, 2024, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low General Pump Company, Inc. $ 2,317,060 2nd Best Drilling and Pump, Inc. $ 2,741,185 The City received two bids for this project. The low bidder, General Pump Company, Inc., possesses a California State Contractor's License Classification "C-57" Well Drilling Contractor, as required by the project specifications. A review of references for General Pump Company, Inc. shows satisfactory completion of similar contracts for the City and other municipalities. The low bid was 12.5% below the Engineer's Estimate of $2,650,000. The difference between the low bid and the estimate is primarily due to lower actual costs for the stainless -steel liners and mobilization. The contractor, General Pump Company, Inc. has worked on water well rehabilitation projects for the City and submits highly competitive bids. The Tamura Shallow, Dolphin Shallow and Dolphin Deep water wells are an integral part of the City's water supply system and account for three of the City's four wells. The Tamura Shallow water well pumping capacity has declined dramatically over the past year due to increased clogging of the louvers and well casing, which has led to significantly reduced pumping capacity. A greater amount of rehabilitation work will be necessary over what was originally estimated, thus additional funding is also being requested as part of this project award. The proposed project will rehabilitate the three wells including removing the existing motor and pump, conducting down -well video surveys, wire brushing, chemical treatment, mechanical treatment, performing test pumping, and installing the new permanent pump. This project will also install new stainless -steel liners in the Tamura and Dolphin Shallow wells to keep sand from entering the pump and to extend the life of the wells. Staff also recommends approval of Amendment No. One with Richard C. Slade and Associates to provide necessary well construction inspections, review of down well videos and final pumping recommendations, and report on the inspections and pumping test results during the water well rehabilitations. Pursuant to the contract specifications, the contractor will have 100 consecutive working days for each well to complete the work. Slade and Associates for Water Well Rehabilitation November 19, 2024 Page 3 The project plans and specifications will be available for review at the November 19, 2024 City Council meeting or upon request. FISCAL IMPACT: Upon approval of the proposed Budget Amendment, sufficient funding is available from the current Capital Improvement Program (CIP) budget for the award of this contract and the contract amendment. The City's four water wells provide approximately 80% of the annual supply at a significantly reduced cost compared to imported Metropolitan Water District water. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of an existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
