Address 623 36th Street
Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process.
The following documentation is required to complete the application:
1. Project Description and Justification. Please clarify and/or revise the narrative as
follows:
a. Provide a bit more detail on the issues that were identified by Code
Enforcement during the escrow process.
b. Although it is a single-story addition, it should be mentioned a second-story
deck above is proposed. This increases the height of the addition due to the
required guardrail.
c. Elaborate on the statement: “the current entrance is set up like a duplex.”
d. Clarify the change from 272-square-foot addition to 230-square-foot addition.
Do the plans reflected still show a larger addition?
2. Project Plans. Please review the attached corrections sheet, which details the items
to address on the submitted plans.
3. Project Review Requests. Please be advised, this project has not yet been routed
to the other departments for review. Once more complete, revised plans are
provided, they will be distributed to Building, Fire/Life Safety Services, Code
Enforcement, and Public Works.
4. Coastal Development Permit. Please be advised, given the proposed addition
appears to exceed 10 percent of the existing total gross floor area (residence plus
garage), a coastal development permit is required and should also be applied for as

1. Please provide a more clear area tabulation. Consider setting it up as follows:
Existing Addition Proposed
First floor - First floor -
Second floor - Second floor -
Garage - Garage -
(total) (total) (total)
2. Please calculate and provide the following information:
a. Buildable area (lot area minus setback areas)
b. Maximum floor area limitation (two times buildable area)
c. Minimum open volume area (15 percent of buildable area)
d. Provided open volume area (see NBMC Section 20.48.180)
3. If the proposed total gross floor area exceeds the maximum allowable discussed in item
2(b) above, then the Variance request should also include exceeding the maximum
allowable floor area limit.
4. Label all existing setback dimensions on the site plan.
5. Provide a complete, separate existing/demolition plan for the first and second floors. The
proposed floor plans should be on separate sheets for clarity. Also, please fully dimension
the floor plans.
6. Please provide an area calculation exhibit to show what is being included and excluded
from the gross floor area calculation. If the gross floor area is being increased by more than
10 percent, a coastal development permit will be required and should be processed
simultaneously.
PA2018-106, June 4, 2018
7. Clarify the proposed addition. Why is 272 square feet omitted and replaced with 230 square
feet?
8. Please be advised, the 20-foot setback adjacent to the water is a front setback area.
Improvements within this area are generally limited to 42 inches in height. As such, please
either reduce the height of the “wood fence wall” from 6 feet to 42 inches or include as part
of your variance request.
9. Please measure height of the principal structure from established grade in accordance with
NBMC Sections 20.30.050 (Grade Establishment) and 20.30.060 (Height Limits and
Exceptions). Although not made clear elsewhere, it appears as though height is being
added to the top of the existing structure. If the overall height is being increased by greater
than 10 percent, a coastal development permit will be required and should be processed
simultaneously.
10. If a topographic/boundary survey has been prepared, please include it as part of the project
plans.

Rev: 11/28/17
General Information
The California Coastal Act of 1976 (Coastal Act) and the City’s certified Local Coastal Program (LCP) requires
a Coastal Development Permit (CDP) for all development within the coastal zone, unless specifically exempted
or excluded (see LCP Implementation Plan (IP) Section 21.52.035 and IP Section 21.52.040, respectively).
Review of Coastal Development Permits
Pursuant to IP Section 21.50.020 (Authority for Decisions), the Zoning Administrator has review authority for
CDPs, unless:
1.The project also requires another discretionary approval (e.g., conditional use permit, variance, etc.), in
which case, the review authority for the CDP shall be the authority for the other discretionary approval
(i.e., Planning Commission and/or City Council); or
2.The project is located on tidelands, submerged lands, and public trust lands as described in California
Public Resources Code Section 30519(b) or in deferred certification areas designated by the LCP Coastal
Zoning Map and the Post-LCP Certification Permit and Appeal Jurisdiction Map, in which case, the
California Coastal Commission (Coastal Commission) shall be the CDP review authority.
3.Amendments to coastal development permits approved by the Coastal Commission, either prior to
certification of the LCP or on appeal after certification, have to be processed by the Coastal Commission.
Required Findings
Pursuant to IP Section 21.52.15 (F) (Findings and Decision), the review authority may approve or conditionally
approve a coastal development permit application, only after first finding that the proposed development:
1.Conforms to all applicable sections of the certified Local Coastal Program (e.g. development standards,
no impacts to public views, natural resources, etc.); and
2.Conforms with the public access and public recreation policies of Chapter 3 of the Coastal Act if the
project is located between the nearest public road and the sea or shoreline of any body of water located
within the coastal zone.
Application Requirements
1.A completed Planning Permit Application (attached);
2.Project Description
A written statement describing the proposed project in detail. Include secondary improvements such as
demolition, grading, roads, driveways, outbuildings, fences, etc. Identify project details such as building gross
square footage, grading cut/fill, unit count, bedroom count, parking count, building height, landscape area, and
number of floors. This document will serve as the formal statement to the approving authority on what the project
is. Please include any relevant information which supports the application and the required findings pursuant to
Section 20.52.080 F., which are noted above.

Supplemental Materials Checklist
(Rev: 03-02-18)
The following checklist provides guidance for determining the appropriate supplemental materials
that should be submitted with a Coastal Development Permit applicant. The checklist
contemplates typical or routine development proposals such as single-family homes and
duplexes. For complete information regarding the studies or for larger projects, refer to the
captioned section of the Municipal Code. Please speak with a planner to confirm which studies
may be required for your proposed development. An additional application deposit may be

analysis and description of the treatment control and/or runoff control BMPs the
development will implement to minimize potential post-development water quality and
hydrologic impacts may also be necessary.
