The purchase would be made using Sourcewell cooperative pricing from National Auto Fleet Group (NAFG) under Sourcewell Contract 091521-NAF. This purchase is in accordance with the department's annual vehicle replacement plan and the three, black -and -white patrol vehicles scheduled for replacement meet the time, mileage and condition replacement criteria of City Council Policy F-9. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve the purchase of three Ford Explorer police patrol vehicles from the National Auto Fleet Group of Watsonville using Sourcewell cooperative pricing and authorize the City Manager to execute a purchase order in the amount of $173,311.80. DISCUSSION: The Police Department operates 29 patrol SUVs (Explorers or Durangos), configured as standard black -and -white, unmarked and K9 vehicles. In accordance with City Council Policy F9, patrol vehicles are on a four-year/75,000-mile replacement cycle and three vehicles are budgeted for replacement in the current fiscal year. In prior years, many police departments had issues procuring Ford Explorers due to supply chain issues. Last fiscal year, the Newport Beach Police Department purchased Dodge Durangos as an alternative solution. So far, the Durangos have been working well, however, they do not have a long history of reliability. Ford Explorers are available again and have a proven history of reliability. Additionally, purchasing Ford Explorers allows the department to reuse some interior components which will save costs with upfitting. It will be expensed to the rolling equipment account in the Police Department, 75304-911016. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.
