Sinacori, Assistant City Engineer - 949-644-3342, msinacori@newportbeachca.gov TITLE: Bay Crossing Water Transmission Main and Sewer Force Main Rehabilitation —Award of Contract No. 8487-3 (16W 12) ABSTRACT: The City of Newport Beach received construction bids for the Bay Crossing Water Transmission Main and Sewer Force Main Rehabilitation project. Staff requests City Council approval to award the construction contract to TE Roberts, Inc. of Irvine. This project will install flexible fabric reinforced pipe (FFRP) liners within a water pipeline and two sewer pipelines that cross the bay within Newport Harbor. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 8487-3 to TE Roberts, Inc. for the total bid price of $1,591,138 for the Bay Crossing Water Transmission Main and Sewer Force Main Rehabilitation project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $300,000 (approximately 20% of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The Bay Crossing Water Transmission Main and Sewer Force Main Rehabilitation project is the first of three water and sewer line maintenance projects in Newport Harbor. The proposed project will line three pipelines to extend their lives an estimated 50 years. The project includes excavating pits for lining access; demolition of existing piping, valves and appurtenances at points of liner entrance and exit; dewatering, cleaning and inspecting the host pipelines; liner installation; pressure testing; disinfection of water mains; restoration of piping and valves and connections to the existing water and sewer systems; BC-01 pressure reducing station modifications; access pit and surface restoration and repairs; and all appurtenant work. 6-1 Bay Crossing Water Transmission Main and Sewer Force Main Rehabilitation — Award of Contract No. 8487-3 (16W12) January 28, 2025 Page 2 At 10 a.m. on January 9, 2025, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low TE Roberts, Inc. $ 1,591,138 2nd RE Chaffee Construction $ 1,873,000 3rd Paulus Engineering Inc. $ 1,992,777 4th Minako America Corporation $ 2,237,770 5th Mike Prlich and Sons, Inc. $ 2,339,000 The City received five bids for this project. The low bidder, TE Roberts, Inc., possesses a California State Contractor's License Classification "A", as required by the project specifications. A review of references for TE Roberts, Inc. shows satisfactory completion of similar contracts for the City and other municipalities. The low bid was 20.4% below the Engineer's Estimate of $2,000,000. The difference between the low bid and the Engineer's Estimate is primarily due to the lower bid price for the installation of the liners. Pursuant to the contract specifications, the contractor will have 150 consecutive working days to complete the work. Work is scheduled to start in March 2025. The project plans and specifications will be available for review at the January 28, 2025, City Council meeting or upon request. FISCAL IMPACT: The adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. The Water Capital Fund generates revenue primarily through water rates collected by service users. 6-2 Bay Crossing Water Transmission Main and Sewer Force Main Rehabilitation — Award of Contract No. 8487-3 (16W12) January 28, 2025 Page 3 Due to the unique nature and location of the water and sewer line maintenance work, staff recommends establishing $300,000 (approximately 20% of total bid) for contingency purposes and unforeseen conditions associated with construction. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
