TITLE: Confirmation of Councilmember Michelle Barto's and
Councilmember Noah Blom's Citizen Appointments to the Finance
Committee
ABSTRACT:
There are two vacancies on the City of Newport Beach's Finance Committee for terms
that expire on June 30, 2025. The citizen members have annual terms that are subject to
City Council confirmation. The process to fill the vacancies is provided in Resolution
No. 2017-58, City Council Policy A-2 (Boards, Commissions and Committees), and the
Maddy Act. All vacancies were noticed according to the Maddy Act and City Council
Policy A-2. Pursuant to Resolution No. 2017-58, Councilmember Noah Blom and
Councilmember Michelle Barto may each appoint a citizen advisor to the Finance
Committee.
RECOMMENDATIONS:
a) Determine that the action is exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines
because it will not result in a physical change to the environment, directly or indirectly;
and
b) Confirm Councilmember Michelle Barto's appointment of William Kenney, Jr. and
Councilmember Noah Blom's appointment of Kory Kramer to serve on the Finance
Committee until June 30, 2025.
DISCUSSION:
Membership on the Finance Committee includes seven members, three of which are
Councilmembers appointed by the Mayor, and four of which are citizen members
appointed by the Councilmembers not on the Finance Committee, subject to approval of
the City Council.
On December 10, 2024, Resolution No. 2024-91 was adopted by the City Council which
amended the term for Finance Committee members to provide that any seat on the
Finance Committee held by a Councilmember or the Councilmember's citizen appointee
is automatically vacated once the Councilmember is no longer a member of the City
Council.

On December 10, 2024, City Council reorganization took place which resulted in former
Mayor Will O'Neill and former Councilmember Brad Avery vacating their seats on the
Council. This created a Councilmember vacancy and a citizen member vacancy on the
Finance Committee for a term that expires on June 30, 2025.
On January 14, 2025, Mayor Joe Stapleton appointed Councilmember Robyn Grant to
serve as one of the City Councilmember appointees on the Finance Committee. This
created a second citizen member vacancy for a term that expires on June 30, 2025.
Pursuant to the Maddy Act and City Council Policy A-2 (Boards, Commissions and
Committees), the City Clerk prepared a Notice of Vacancies on Monday, January 13,
2025, and posted it in the City Clerk's Office, at the Central Library, on the bulletin board
in the City Council Chambers, and on the City's webpage, and published the Notice in the
Daily Pilot on Saturday, January 18, 2025. As provided in the notice, applications were
accepted by the City Clerk's Office until noon on Monday, January 27, 2025. At the close
of the application period, the City Clerk's Office received 13 applications.
Following a review of the applications, it is the desire of Councilmember Michelle Barto
to appoint William Kenney, Jr. to serve for the remainder of the term. It is the desire of
Councilmember Noah Blom to appoint Kory Kramer to serve for the remainder of the term.
It should be noted that the annual appointments for the four citizen advisors to the Finance
Committee, including Councilmember Barto and Blom's appointments, are scheduled to
occur on June 30, 2025. The process to fill the vacancies is provided in Resolution
No. 2017-58, City Council Policy A-2 (Boards, Commissions and Committees), and the
Maddy Act. All vacancies will be noticed according to the Maddy Act and City Council
Policy A-2.
FUNDING REQUIREMENTS:
There is no fiscal impact related to this item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
