Weber, Councilmember Erik Weigand, Councilmember LEVINE ACT Under the Levine Act, Section 84308 of the Government Code, a party to a proceeding before the City involving a contract (other than competitively bid, labor, or personal employment contracts), franchise, license, permit, or other entitlement for use, is required to disclose on the record of the proceeding any contribution in an amount of more than $500 made within the preceding 12 months by the party or the party's agent to any elected or appointed officer of the City. The Newport Beach City Council is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the City Council special meeting agenda be posted at least 24 hours in advance of the meeting. The City Council of Newport Beach welcomes and encourages community participation. Public comments are generally limited to three minutes per person to allow everyone to speak. Written comments are encouraged as well. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. Welcome (Mayor Stapleton) • Call the Meeting to Order • Roll Call by City Clerk • Invocation • Pledge of Allegiance Update on Financial Status and Budget Development City staff will provide an update on the City's fiscal picture and a preliminary outlook for City revenues that will be used to develop the next budget. III. Major Initiatives — Services City staff will discuss the status of major initiatives related to crime/public safety and code enforcement, including efforts planned for the next several months. Areas of focus for the FY 2025- 26 Budget will also be discussed. IV. FY 2025-26 Capital Improvement Program City staff will provide an update on major projects underway and discuss the development of the FY 2025-26 Capital Improvement Program (CIP). Funding sources and projects for consideration at the Council's CIP early look, planned for March, will also be discussed. Update on Projects Under New Housing and Land Use Elements City staff will provide an update on major private development projects and plans submitted for proposed projects. VI. Major Initiatives — Projects Staff is seeking guidance on major City Council initiatives, including the Lower Castaways Aquatic Complex, McFadden Square/Newport Pier Redevelopment, new Police Building, and the City Trolley program. VII. Public Comments on Non -Agenda Items Public comments are invited on non -agenda items generally considered to be within the subject matter jurisdiction of the City Council.
