On behalf of Irvine Company Apartment Development (Irvine Company), below are our responses to the City’s comments. At this time, the Comprehensive Sign Program includes the following deviations to the Zoning Code: • A comprehensive sign program to address all non-exempt signs for the subject property (freestanding, leasing signs, and directory signs). Pursuant to Comment 2 below all non-exempt signs for the subject property have been excluded from the sign program. • A request to adjust the freestanding width to exceed 1.5 times the height of the sign. A width of 11 feet is proposed where the code would typically allow for 6 feet of width (for a 4-foot -high sign). The Irvine Company has opted not to pursue the approval of a new freestanding sign and instead will include the existing freestanding sign in the sign program. Sign Program 1. Please include the site plan and signage for the Bayview Apartments only. The signs for the other Bays Apartments (Baywood and Bayport) require separate sign permits and comprehensive sign programs for each property. The signs for all three components of the apartment complex identify them as being Baywood Apartments. The terms The Bays, Bayview and Bayport are internal terms for Irvine Company only. The use of these terms is creating confusion and will not be referenced in Ms. Victoria Kim March 9, 2021 Page 2 of 3 sign program. This sign program will only identify the signs for the Baywood Apartments at 1600 Marguerite Avenue and it will be identified as such. 2. Please revise the sign matrix with Bayview Apartments Sign Program plans excluding any and all exempt signs, including accessory signs, bulletin boards, incidental signs, vehicle- oriented traffic signs, etc. Further information may be found in Chapter 20.42.100.B Exemptions to Sign Permit Requirement. All non-exempt signs for the subject property have been excluded from the sign program. Freestanding Signs 3. Freestanding signs shall be set back a minimum of ten (10) feet from a street or interior property line and a minimum of ten (10) feet from the edge of a driveway and shall be a minimum of fifty (50) feet from any residentially zoned property. Please show on the site plan the setbacks to all freestanding signs. A Detail Plan (Sheet LP 1.1) has been added which shows the setbacks for the two new signs, 2.1 and 2.2, at 5 feet behind the Marguerite Avenue right-of-way which will place them on private property as required by Code. Neither sign is located near a driveway. (Note: There appears to be a typo for the setback from a street or interior property line. The required dimension is 5 feet, not 10 feet. Also, the 50-foot dimension applies to commercial signs located adjacent to a residential property.) 4. Freestanding signs shall contain an address plate identifying the subject property. Numbers shall be a minimum of six inches in height and shall be clearly visible from the public right- of-way. This would include Sign Type 3 (Sign 3.3.). The existing sign which is to remain does not have an address plate. This practice is identical for the freestanding signs at the other two Bays Apartments. The approved sign program for the Baywood Apartments at 1 Baywood Drive (CS2018-007, 2/28/19) did not require an address plate for the three new freestanding signs approved with that sign program. Also, the approved sign program for the Promontory Point Apartments on Coast Highway (CS2017-005, 7/13/17) did not require an address plate for the four new freestanding signs approved with that sign program. 5. Landscaping with automatic irrigation shall be provided at the base of the supporting structure equal to twice the area of one face of the sign or seventy-five (75) square feet, whichever is greater. Please note on plans that landscaping will be provided at the base of the proposed monument signs. If already included, please direct me to this note. The landscaping around the existing freestanding sign, which will remain, is fully-developed and mature as shown on Exhibit 2 included with sign program application. Code compliance will still be considered during Building plan check. Public Works Comments The Public Works comments were for the exempt signs which were excluded from the sign program. Code compliance will still be considered during Building plan check. However, the Public Works comments identified only the stop signs which The Irvine Company has opted not to install in this project. (Note: Stop signs are not required on private property.) We appreciate your consideration of this application and look forward to having this project approved as soon as possible.
