Request for Larger LED Screen Wall
• On January 9, 2024, City Council awarded a Construction Contract for the
Witte Lecture Hall. The contract pricing included installing a
9-foot by 16-foot LED Video Screen Wall in the Lecture Hall
• The Newport Beach Public Library Foundation is requesting consideration to
purchase and install a larger LED screen wall, and also requesting that the
City pay for an equal share of the increased cost
• The MOU with the Foundation (pursuant to Section 1.5 -Change Orders)
states "the Party requesting the Change Order shall notify the non -
requesting Party of such desired change and shall provide all additional
funds necessary to implement the Change Order'.

Project Cost Status as of February 2025
➢ Original Construction Contract was approved in January 2024 at
$$19,068,000 with a 10% contingency allowance ($1,906,800)
Change Orders to
date are at 0.8%, however there are
several
outstanding
changes currently
being negotiated. Tracking about 1.5%
or N$286,020
Contractor is approximately 6 weeks behind schedule, however Contractor has
submitted a make-up schedule showing they will be completed on time
(December 2025)
This item is coming into the Critical Schedule Path and a decision is needed to
avoid project delays and related delay cost

Option to Consider
Option 1 —continue with the installation of the 9-foot by 16-foot (144 square feet
(SF)) LED screen wall per the approved contact documents — No Cost Increase
Option 2 — approve the NBPLF original request to upsize the screen wall size and
install a 11-foot by 19-foot (209 SF) LED screen wall with an all -in estimated
Change Order cost of approximately $130,000, with the total increased cost split
evenly between the NBPLF and the City (and cap NBPLF cost at $70,000)
Option 3 — provide some other direction with regards to the NBPLF request to
increase size of the Lecture Hall LED screen wall size.
Option 4 (new) — approve the NBPLF new request to upsize the screen wall size
and install a 13-foot by 23-foot (299 SF) LED screen wall with an all -in estimated
Change Order cost of approximately $180,000, with the total increased cost split
evenly between the NBPLF and the City (and cap NBPLF cost at $80,000)
