•2,439 dwelling unit limit

PROPOSED AMENDMENTS
Allocate 1,500 dwelling units to PC-56 for future construction on housing sites
•Projects will be subject to standards of PC-56 and not Zoning Code
•Adding residential as an allowed use (Block 100, 400, and Fashion Island)
•Comprehensive planning tool
•Adding two parcels to the PC – 100 and 190 NCD
•No construction proposed yet

EXISTING STREAMLINING FOR PROJECTS

Community Development Director level review of future construction
projects. Decision based on two findings:
1. The proposed use and/or development is consistent with the General
Plan; and
2. The proposed use and/or development is consistent with the North
Newport Center PC Development Plan and Design Regulations.
The decision by the Director would be appealable pursuant to Section
20.64 (Appeals) of the NBMC.

•Traffic Phasing Ordinance (Chapter 15.40 of NBMC) – requires Planning Commission review of all traffic studies
•Proposed PC-56 text would specify that certain projects could be reviewed by the City Traffic Engineer

DEVELOPMENT AGREEMENT AND AHIP
•Extend term 10 years to 2042
•Public benefit fee: $17,000/unit for any units built after 2032
•Recreation/Park Fee: $34,000/unit for 700 of the units
•Off-site improvements: Development of landscape and street master plan for Newport Center AND construction of those improvements
•Development Impact Fees: Voluntary payment of DIFs (~$9.00/SF)
•Police, Fire, Recreation, Sewer, and Water
•Affordable Housing: commitment to construct a 105-unit (minimum) apartment project
•Affordable to very-low or low-income households
•Building permit issued by January 31, 2029
•New AHIP to reflect this commitment
