Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Andy Tran, Principal Civil Engineer - 949-644-3315, atran@newportbeachca.gov TITLE: Balboa Boulevard, Newport Boulevard, and 32nd Street Pavement Rehabilitation (Project No. 22R11) — Notice of Completion for Contract No. 8833-2 ABSTRACT: On May 28, 2024, the City Council awarded Contract No. 8833-2 for the Balboa Boulevard, Newport Boulevard, and 32nd Street Pavement Rehabilitation project to R.J. Noble Company. The project reconstructed deteriorated concrete pavement and rehabilitated the asphalt pavement on Balboa Boulevard, Newport Boulevard, and 32nd Street, and improved pedestrian visibility with traffic signal enhancements adjacent to Newport Elementary School. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $5,119,060.00 $5,177,479.61 $58,419.61 1.1 % Allowed Contract Time + Approved 125 Actual Time Used (Days) 122 Extensions (Days) _ This project included distributing construction notices to affected residents and businesses; setting up traffic control; surveying; removing and replacing deteriorated concrete pavement; cold milling and overlaying the existing asphalt pavement; installing traffic striping, signing, and pavement markings; relocating existing street lights; installing traffic signal detector loops; adjusting utilities to grade; installing new traffic signals with LED signs; and other incidental items necessary to complete the project. The project limits included Balboa Boulevard from West Coast Highway to 12th Street, Newport Boulevard from 30th Street to 21 St Street, and 32nd Street from Balboa Boulevard to Marcus Avenue. 7-1 Balboa Boulevard, Newport Boulevard, and 32nd Street Pavement Rehabilitation — Notice of Completion for Contract No. 8833-2 March 11, 2025 Page 2 The contracted work has been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: Actual Cost of Bid Items Constructed: Total Change Orders: Final Contract Cost: $ 5,119,060.00 $ 4,359,356.62 $ 818,122.99 $ 5,177,479.61 The final total contract amount was $5,177,479.61, which was approximately 1.1 % higher than the original bid amount. This minor cost increase was primarily due to additional asphalt concrete material needed for the paving operation. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule July 8, 2024 Actual Start of Construction Per Notice to Proceed June 10, 2024 Estimated Completion per Annual Baseline Schedule March 7, 2025 Substantial Completion Date Inclusive of Extra Work December 16, 2024 The project was conducted in two phases. The first phase occurred during summer while Newport Elementary School was not in session. The traffic signal enhancements adjacent to the school were also completed during the first phase in anticipation of the upcoming school year. The second phase involved both day and nighttime paving in order to minimize public inconvenience. FISCAL IMPACT: The Balboa Boulevard, Newport Boulevard, and 32nd Street Pavement Rehabilitation project was included within the FY 2024-25 Capital Improvement Program Budget. Gas Tax revenue is received through State -imposed taxes on fuel and motor vehicle registration dedicated to transportation purposes. 7-2 Balboa Boulevard, Newport Boulevard, and 32nd Street Pavement Rehabilitation — Notice of Completion for Contract No. 8833-2 March 11, 2025 Page 3 The Neighborhood Enhancement Fund is used for projects that enhance neighborhood aesthetics and functionality and is funded via surplus general funds. The Water Capital, Water Capital Master Plan, and Wastewater Enterprise funds generate revenue primarily through water and sewer rates collected by service users. The CalRecycle Grant fund comes from the State's CalRecycle Rubberized Grant Program, which promotes the use of rubberized asphalt concrete made from recycled waste tires generated in California. The program aims to decrease the adverse environmental impacts created by disposing and stockpiling waste tires. Through CalRecycle, the City will be reimbursed up to $7 per ton of rubberized asphalt concrete used on the project. The City will be reimbursed by the Orange County Sanitation District for improvements to its facilities. ENVIRONMENTAL REVIEW: On May 28, 2024, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (maintenance of existing public facilities involving negligible or no expansion of use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item). ATTACHMENT: Attachment A — Location Map 7-3
