Dear Mr. Salas,
The City of Newport Beach Planning Division is sending you this notification to consult
and declare the importance of your tribe’s participation in the planning process for the
development of up to 180 hotel rooms and 18,000 square feet of retail within the Uptown
Newport Phase 1, located in the City’s Airport Area.
Project Location:
The subject property is located within the City’s Airport Area, at 4311 Jamboree Road.
Please see the attached site area map and aerial photograph showing the location of the
property. The property is located within Newport Beach Quadrangle,Township: 6S,
Range: 9W, Section 7.
Project Description:
Approved in 2013, Uptown Newport Planned Community is a 25-acre, mixed-used
residential development consists of up to 1,244 residential units, two 1-acre parks, and
11,500 square feet of retail. The Phase 1 site is approximately 12.47 acres in size and
has been entitled for up to 680 residential units, 11,500 square feet of retail and one-acre

neighborhood park. Phase 2 of Uptown Newport to be developed in the near future has
been entitled for up to 564 residential units and one-acre neighborhood park.
The application for the proposed development consists of the following components:
General Plan Amendment – A General Plan Amendment to allow up to 180 hotel
rooms and 15,000 square feet of retail.
Planned Community Development Plan Amendment – An amendment to the
Uptown Newport Planned Community to allow up 180 hotel rooms and their
development standards and guidelines, add 15,000 square feet of retail, and change
the high rise zone designated areas to accommodate the future development of the
remaining Phase 1.
Development Agreement – Approval of the development agreement is required
pursuant to Section 15.45.020 of the Municipal Code because the requested General
Plan Amendment includes new commercial development.
Traffic Study – A traffic study pursuant to Chapter 15.40 (Traffic Phasing Ordinance)
of the Municipal Code.
Environmental Review:
The City has determined that an environmental impact report (EIR) is warranted for the
project pursuant to the California Environmental Quality Act (CEQA). The preparation of
the environmental studies consistent with the CEQA Guidelines is underway.
