Dear City,
I have been a resident of Newport Beach for 18 years.The CDM Farmers Market has become an
important part of my life in many ways.
1. Shopping alternative
2. Community
3. Reliability
Shopping alternative: I live on Lido Isle, and many of my neighbors as well, drive to participate
in this market. I'm grateful that the city offers an alternative to (so called) SUPER markets;
where packaged food with mystery ingredients are offered. Where the only person you may
communicate with, is the checkout cashier, scanning your items. Or if you prefer, do self
checkout and talkto no one, where their is no community. This Farmers market attracts
customers like me, interested in PEOPLE. and a variety of fresh, healthy foods, direct from the
farm. This is a CLEAN market, where I feel I can trust the source.
Community: I do the majority of my shopping once a week at the CDM Farmers Market. I look
forward to every Saturday, not only to fill my pantry with fresh farm direct fruits, vegetables,
meats and other culinary treats, but to encounter friends - or future friends - of like-minded
people. As for the merchants: John, Ryan, Will, Ray, Yola, Vanessa, Percella, Rosa, Lorraina,
Adam, JD, Slone, Chico, Brian, Joseph, Francesco, Vita, and more. I can tell you personal
stories about every one of these people; their interests, hobbies, work, vacations, children,
parents, family etc. If that is not a testament to building a community, I don't knowwhat is.
Reliability: The current management seems to secure dependable merchants I can count on
being there every week. Many of these merchants and farmers have been loyal for years. Many
have been coming since its inception; close to 30 years. I ask you, does that not deserve some
type of tenure? Some type of guarantee so that they can plan their lives? These people do
deserve our respect and not be simply discarded over promises of possible improvement,.
This is a special market, a serious market for people that want the best eggs, meat, fruits,
vegetables, and speciality items like hummus, chimicurri, exotic mushrooms, salsa, soups
and more. I implore you to not allow business interests to alter this natural shopping
experience, and dismantle this beautiful connection between people. This is an opportunityto
be true community leaders. As they say, If it ain't broke, don't fix it.

Please consider sainting the Corona Del Mar Farmers market under current management. Local vendors
that have been there for years are fabulous. Allowing a Riverside company to run our market defeats the

I wanted to reiterate my concern for the CDM Farmers contract renewal. As a 15 year CDM resident,
most of us who line in the neighborhood do not want someone who is not local or a corporation taking
over our Farmers market to add "entertainment" or "prepared foods" that lead to more traffic & one use
plastics that add to environmental concerns.
The locals that utilize the Saturday Farmers Market to buy fresh, local, & organic produce. I would like
the current operator to remain. I will be attending the April 15th meeting to show my support that it
remains w/ Rick Hail who is a local CDM resident who truly understands our neighborhood needs. Not an
outside companies from Riverside or Newport Coast. Please consider this.

This is a continuation of email sent by me 4/7/ 25. I got an answer by Lauren Kleiman, however, it wasn't entirely truthful. The plan that I have in front of me would change the Farmers Market considerably.
What we, the community, want is certified farm products. We do not want prepackaged and prepared food to take over. Right now it looks like you are only planning for3/7 of the space to be farm products. You
have to do better!
We want a promise.

To Whom It May Concern,
My family and I reside at 100 Kings place in Newport Beach. lam writing in support of
Agenda Item No. 13, to be heard at the upcoming April 15, 2025, Newport Beach City
Council Meeting. As has undoubtedly been echoed by a significant number of concerned
citizens, the Corona Del Mar Certified Farmers Market is extremely important to me.
I have been attending the Farmer's Market for over 20 years. Attending the Farmer's Market
began as a weekly tradition for my wife, myself, and my children. We would go to the
Farmer's Market as a family, see what local vendors were there, buy some produce for
dinner, and enjoy some much -needed family time. This tradition has now grown into me
attending the Farmer's Market with not only my children, but also my grandchildren. The
Farmer's Market allows us to reminisce on old memories with my children, but, more
importantly, it allows us to create new memories with my grandchildren. My hope is that
this tradition will continue for many generations to come.
While the Farmer's Market is extremely important to me, it is even more important to the
City. Throughout the years, I have met numerous local vendors and small businesses. It
gives these vendors and businesses an opportunity to introduce themselves to the
community they serve. In fact, I still purchase products from businesses that I was
introduced to many years ago. For some of these businesses, the Farmer's Market is the
only form of advertising that they can afford. To not allow the Farmer's Market to continue
in its current form would be a disservice to the people of this City.
I hope that I have given you a small glimpse into how important the Farmer's Market is to
this community, and I am certain there are many people that share similar stories to
mine. Accordingly, I respectfully request that this City Council approve the continued
operation of the Farmer's Market. I greatly appreciate your time and consideration. Thank

The following comments are provided in response to the upcoming agenda
item for the 4/15125 Newport Beach City Council meeting
XII. CURRENT BUSINESS Revocable License Agreement with Heritage
Wellness Collective for Temporary Use of City Property for the Corona del Mar
Farmers' Market
To City Council and respective City Management,
The handling of the Corona Del Mar Farmers market vendor contract selection and
proposed change of vendor is yet example of some of our city employees and
management being out of touch with our residents and residential community needs,
wants and desires. The continued heightened marketing of our small Corona Del Mar
village and the adjacent beach areas as a destination for added visitors, events, or
tourism coupled with increased density is ruining our Corona Del Mar Village and
creating a nightmare for its residents.
The Bid proposal framework to expand the physical footprint and other
services/events component will have a negative impact on the community. Who in
the city decided that the "Proposers were required to have a minimum of five years'
experience delivering community or certified farmers' markets for local governments
with knowledgeable and experienced staff. The proposers' ability to retain the mix and
quality of products offered at the existing market, with the addition of food items for
on -site consumption like coffee and juice drinks, bakery goods, and hot foods
was of particular concern to the panel, as was a proposer's ability to nimbly adjust
the mix of vendors in response to community feedback, seasonal changes and
trends. The proposers' ideas and experience implementing special events and
driving community engagement further determined the panel's scoring of each
proposal." "...... anticipated community engagement and special events, as
well as their marketing strategies."
The existing local coffee shops or storefront vendors should be horrified by this
proposal inclusion. The addition of proposal requirements for added events, music,
noise and promotion of the location to attract added attendance to the market will
impact safety, and quiet enjoyment residents homes nearby. The contract proposal
evaluation process and bid request should be reconsidered and adjusted to include
the feedback provided to the city on this agenda item.
The following statement by staff included in its report just cannot be accurate. It
should be addressed — Noise is considered an environmental impact under CEQA.
believe staff's report is misleading, due to the fact the expansion of the site and
noise from performers (Music performers and local bands....) will most
certainly have a negative impact on local residents in terms of proximity and
proposed added traffic and safety issues. "Staff recommends the City Council find
this action is not subject to the California Environmental Quality Act (CEQA) pursuant
to Sections 15060(c)(2) (the activity will not result in a direct or reasonably
foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity
is not a project as defined in Section 15378) of the CEQA Guidelines, California Code
of Regulations, Title 14, Chapter 3, because it has no potential for resulting in
physical change to the environment, directly or indirectly." The problem is that the
many cumulative actions taken by the city and its employees (when looked at
from a total impact perspective) are beginning to and will continue to have a
crippling impact on the community in terms of quality of life and public safety.
We have delivery trucks speeding down streets, unmanaged/non-compliant
constructions sites, vendors using our streets as commercial car wash areas,
the unlicensed selling goods and services on public property. This agenda
item/change of vendor proposal will increase noise and further diminish quality
of life for local residents. In addition, it could and will most likely indirectly
cost the residents more in terms of tax dollars need for traffic congestion
management, parking, and safety management. The fact of the matter is that
our city does not have enough public safety enforcement officers to manage
crazy out of control drivers speeding down our streets, traffic congestion, and
dealing with people that disrespect public laws, traffic rules, etc. Hiring or
contracting the parking or traffic enforcement out to vendors (such as LAZ) is
not the answer.
Our City has challenges managing the influx of visitors and the resulting the
traffic/safety issues during the spring thru end of summer months. This problem has
been increasing in severity and intensity over the last 10+ years. The decision to
change the Farmers market management vendor ( including adding entertainment
and noise related activities such as high school bands/music vendors , expanding the
space, promoting more attendance and potential hours of operation changes is
ridiculous.) It will only exasperate the traffic logistic and parking issues.
The contract appears to have an open ended clause/nature allowing the city to make
adjustments to time and space as deemed necessary ---which could further negatively
impact neighbors/residents living in the area. The contract does nothing to protect
residents that would be most impacted by the start time of 7:30 — leaving an opening
for the city to allow set up before that time period if deemed as needed. Residential
disclosures required by CA department of RE (could harm property values of nearby
homes) and will need to be added to any residential property near this site
The RiteAid in CDM is going to close — Pending planning development changes on
that piece of property, the expansion of any use of the park should be prohibit.
The existing park space designated for expansion is utilized by local residents for
children to play and recreation. It is a park — not an appropriate place for vendor
demonstrations, or vendors to pedal products or "other activity" area.
Our City does not need to promote, market, or create added foot traffic to the farmers
market. The existing market has met the community needs and desires of the
community for 20+ years. We already have a huge traffic problem and this is not the
appropriate site to add additional vendors or create additional neighborhood noise
and activity. Added marketing of this site will potentially create negative community
quality of life issues and increase traffic and safety risks. Traffic to the beach will be
chocked at the PCH and Marguerite intersection. Enhanced marketing of the
Farmers Market will do nothing but create the need for more police presence and
parking enforcement/traffic management — especially during the busy spring and
summer months. This will ultimately lead to added costs to the city budget for
resources.
The current traffic and parking management vendor LAZ appears to not have been a
good vendor choice for our city. (poorly managed and not present). Their
employees appear untrained and clearly violate contracted requirements as I have
reported to the City last year. I have filed complaints with the City regarding their
behaviors and lack of parking management. We will need multiple police officers to
manage the city traffic issues on Marguerite Ave., in CDM if this local farmers market
gets further promoted on social media, etc. Companies such as Amazon/Door Dash
and various delivery services create safety risks to the community by simply parking
in the middle of our streets and in red zones. The police and code enforcement has
been notified and risks have been documented in emails and calls to the Police
department.
The city is engaging in too many community projects (General plan update, Ocean
Blvd Walkway and viewing area project, this Farmers Market vendor change, the
Picasso fiasco) that will/could forever change the character or the Corona Del Mar
village. The cumulative impact of these decisions made outside of the public forum
and without true community/visibility/input is a problem and demonstrates a lack of
good public governance and transparency. The City has solicited feedback, but has a
history of in some cases ignoring or "massaging" the feedback. Saying everything is
on the website is not enough to keep the community informed. Notices of many
significant quality of life changing events (where community feedback/involvement is
warranted) are sent out too late and most notices are ineffective in really keeping the
community up to date. (An example of this is the 4x6 small mailer/public notice
mailed out by Public Works Department/City of NB 2/24/25 for agenda item at the
3/4/2025 City Council meeting to discuss the Ocean Blvd Vision Plan). Many
residents did not read the noted correspondence because it looked like junk mail. It is
unfortunate that City management thinks it is more important to over communicate on
subjects such as the Junior life Guard program, while blushing over a number of the
real "Big" community changes/challenges ---that once approved, contracted, or
instituted totally change the future of our community -- Forever. We don't need an
expanded farmers market, or expanded viewing areas for tourists, or to further turn
a village/residential neighborhood into a resort/viewing destination. We want to keep
our parks —recreational parks where we can simply gather, walk our pets, enjoy the
grass, historic nature and simple charm of the village. Too many outside vendors
appear to be influencing the direction of our city. It is uncomfortable and unfortunate
that some city employees are demonstrating a propensity to be "Out of Touch" with
reality of what our residents/property owners want for our community. City staff is a
public service provider to the residents/owners and business that operate in our city.
The selected vendor has positioned itself as a "Non-profit" - This vendor appears to
have a few names for which it has operated under as a business and filed tax returns
for the IRS. From https://projects.propublica.org/nonprofits - The non-profit status
is unclear when CA non-profit data was researched and only filed tax returns for
2021 and 2022 (starting in 2022) under HERITAGE WELLNESS COLLECTIVE.????? The selected
vendors various "operating business entity names should be researched and
discussed before moving ahead with contract.) The City contract should require proof
of Farmers Market and Non-profit status annually and must be a non-profit in good
standing — If the Market is going to be marketed and contracted as a Certified
Farmers Market. It is not clear that all the IRS and other public disclosure documents
for the proposed vendor are readily available to the public and within the CA and IRS
non-profit financial transparency and public disclosure requirements. I am confused if
what is being contracted is for a Certified farmers market or just a Farmers Market.
(The 2 are different in business requirements and certifications.)
The physical sites that this management vendor (Heritage Wellness Collective) has
operated Farmer's Markets are Parking lot sites at universities/colleges and other
large commercial parking lot areas where the above mentioned traffic issues are most
likely not a factor. It is unclear if this vendor has any history managing a site in this
type of local and/or where significant traffic challenges have needed to addressed.
Logistics and traffic issues in Corona Del Mar represent a very different physical and
logistical environment. Perhaps the City should consider closing the Farmers Market
in CDM and relocate to its city parking lot/at the Civic Center as a farmers market.
Either keep the existing vendor or moved to the City hall and permanently removed
from the village (unless the current vendor is reconsidered) The staff report is
unclear as to whether the City Police and Fire Chief were specifically consulted and
whether there is a written record and agree by these 2 departments with the proposal
of the site expansion and potential added traffic and public safety stress. Added
staffing (traffic management and law enforcement/parking enforcement) from the city
should be a part of the decision and cost benefit criteria.
Please reconsider the proposed contract and keep community needs and feedback in
mind on this important decision.

I just saw the schematic in Stu News. I oppose this type of market on many levels. There
is a diminishment of actual farm vendors. An overemphasison food and
entertainment. We don't need this...changes what a farmers market is supposed to
be. And where do we all park??

Please save our Farmers Market! I have been a long time resident of Newport Beach and I have many
fond memories or visiting the Corona Del Mar Farmers Market over the years. Please, save the integrity
of this market and keep it the way it has been for decades, a market to buy and sell FOOD products. We
do not need any more "merchandise." We all go to the Farmers Market to purchase farm fresh produce
fresh off the vine. Please keep it the way it has always been. This is a tradition in Newport Beach that
needs to be preserved! This is a small, family friendly place that needs to retain its integrity for fresh
food and food alone!

Maybe a bit less convenient is the Saturday farmer's market a few miles away at mariners's church
parking lot. I can purchase both organically as well as none organically. Likewise there are many
additional products for purchase including the purchase of bakery items, syrups, clothes and a wealth of
other items. The proximity of Corona delmar to Bonita canyon drive where the church is located is
perhaps ten minutes at most.

My name is Tom Stefl, and I've lived at 322 Larkspur Avenue in Corona del Mar since 1978.
My home is arguably the closest single-family residence to the CDM Farmers Market.
The CDM Farmers Market in its current configuration has been a wonderful addition to our
community for a long time now. I just finished reading the City Staff Report regarding the
Market, all 424 pages of it, and it seems that the vast majority of CDM residents and Market
patrons are quite happy with the Market as is. If the City Council truly represented its
constituents, they would know that and would support the man, i.e., Mr. Heil, who was
responsible for starting it all close to 30 years ago.
If the Council's lack of support weren't bad enough, rumors abound that the Council has
been improperly involved in the selection of the Market's management. I hope this is not
true.

It is disappointing to keep learning that your focus continues to drift from addressing core city functions
to messing around with 30+ year traditions like the farmers market in CDM.
I wonder how this topic even made it to the top of priorities to discuss and rfp. And that a 400 page
report was released, which makes me wonder why you are spending our tax dollars on these efforts.

Earlier this year, over 450 residents and customers of the CDM certified Farmers Market
signed a petition to keep the certified farmers market in place. It has been here for nearly 30
years and is a staple in our community. Especially with the removal of our beloved Smart &
Final Extra, it was the place to get fresh produce, fruit, breads, meat, fish here locally. I am a
non smoker lung cancer survivor and depend on the fresh fruit/produce grown by these
sustainable and organic farmers. (NO, Mother's DOES NOT have the same quality.). These
are important farmers and high quality food vendors in our community. After nearly 30 years,
they are a big part of our community.
To remove this certified farmers market from our community is unthinkable. And to replace
it with only a few produce farmers and mostly merchandise and unhealthy food truck vendors
is going the wrong direction. It will make traffic worse on Bayside and parking worse on our
adjacent streets -especially Larkspur with the stairway access. And this will become a
nightmare for residents during summer when parking is already VERY difficult.
I totally disagree with the city's direction and ask you to reconsider this to keep the Certified
Farmers Market here in CDM.

I'm writing to share my experience attempting to join the Corona del Mar Farmer's Market as a local
vendor.
As a Newport Beach resident, I was excited by the opportunity to contribute a unique, homegrown
product to my hometown market —something not currently represented there. I was introduced to the
market operator, Rick, through a mutual friend and came prepared to share everything: our
thoughtfully designed tent setup, the quality of our product, and how it could bring value and interest
to the community.
Unfortunately, from the moment we met, it was clear that Rick was not open to adding any new
vendors. He made a decision before seeing our setup or hearing what we had to offer. The
conversation felt dismissive, and I left feeling frustrated —not just by the rejection, but by the
unwillingness to even consider something new.
Afterward, I spoke with several other local vendors who had similar experiences —each one echoing
the sentiment that their applications were shut down before being heard.
It's disappointing to see a community market, which should reflect and support the evolving creativity
of local businesses, be limited by an operator resistant to change. I believe a shift in leadership
could help ensure the market continues to grow and thrive, welcoming new ideas and vendors that
enhance our city's local offerings.

I was dismayed to learn that several of the vendors that I purchase items from at the Saturday's Farmers
Market have not been contacted by the City of Newport Beach. The information being distributed by the
city that the "farmer's market is continuing" and will be enhanced is misleading. I've been supporting
the Farmer's market since moving to the area in 1997. We need our farmer's market; we do not need
another swap meet; or food truck hang out.
I expect to see many residents of the city attend the meeting on April 15th. I hope the City has not
signed a contract already without listening to the residents.

I have been going to the CdM farmers market since it opened. It is a wonderful place to buy nutritious
food for my family and friends. The vendors are long term and are committed to the market and
producing top notch produce and other products. It is difficult to find a true certified organic farmers
market. We have it. Don't wreck a good thing when it does not need to be.
A flea market is going to be junky and cause traffic issues along the park and impede the enjoyment of
the park by children and parents and grandparents.
The Sunday Balboa Peninsula market is somewhat of a flea market with a farmers market. There is a lot
of junk there. CDM does not need that.
All of you should come to the market. It is a community event where people bring their families, guests
and friends. It is a place to see new and old friends and neighbors. It is a neighborhood event. It is
similar to the wonderful markets we see in Northern California. It is the real deal. Don't wreck it.
I know that Robyn Grant has been to the market. I encourage her and the rest of you to do what's right
by what the community wants. The number of signatures to the petition to save the market, and the
conversations this has caused should be meaningful to you.
You represent your constituents and not a person or marketing company that wants to bring in a flea
market. You should listen to the voters. We have spoken and are united in our message to you. Don't
wreck what we have. Preserve this CDM treasure.

As a long time (23 year) resident of CDM I am writing to express my strong desire to keep the
existing vendor management at the CDM Farmer's Market. CDM residents are very happy with
the status quo. The plan by the proposed new vendor (Heritage Farmers Market) to attract
more shoppers and add "family -focused entertainment (cooking demonstrations, kids crafts,
music)" is not viable. There is not enough space for additional "entertainment" and will create
additional traffic, noise, and disruption for the residents that live nearby the market (in
addition to the current traffic and noise). As residents and taxpayers of CDM that visit and live
near the Farmer's Market, the increased traffic, noise, and trash should be taken into
consideration.
The traffic at the current location (Marguerite/Bayside) is already extremely congested on the
weekends as Marguerite feeds both Farmer's Market and beach traffic. There is no dedicated
parking for the market with very limited street parking. It is very difficult to find a parking space
now during the Farmer's Market. It cannot accommodate additional visitors in our small town.
In addition, the desire to add other vendors is not necessary. The current market is very
popular in the area and has a great selection of food, flowers, and other items. I urge the
council to keep the current vendor at the CDM Farmer's Market.

Dear City Council,
I read the NB Friday email, which included the agenda for the meeting on the 15th, and Heritage
selected to be the opposing bid to the current manager. Those of us who love the market are happy
with the way it is. Heritage wants to bring in prepared food, periodic entertainment, more crafts.
Anyone who wants that sort of thing can go to the market at Mariners Church.
The locals that have been asked about their feelings the past few weeks, have signed petitions, and want
the market to stay as it is. There is a huge concern for the City of NB and that is traffic and parking.
There is very limited parking on Bayside, and as it is now, the vendors can have their trucks and vehicles
behind them in the market.
If all the vendors (and some have big vans) have to park outside the blacktop, where will the customers
park? Rite Aid parking is for the drug store.
In my opinion, this is taking a wonderful market, loved by the locals, and changing it to a mini Mariners
market. I live much closer to Mariners than the CDM market, since moving in 2013 to near the Port
Streets. I much prefer to drive further to the CDM market .
It would be much better if the Council could find another area in NB to put Hertiage, not at crowded
Bayside and Marguerite.

I have been a resident of Corona del Mar for 38 years. I have raised two children here. I have seen the
village grow and change in many positive ways. One of the ways which keeps us a village and preserves
our feelings of community is our weekly farmers market. This is a part of our Saturday morning routine -
not just a stroll to the market to get our fresh flowers and produce, mix and greet our neighbors and see
old friends but a routine which includes a stop for coffee, a visit to the hardware store or the toy store

I am writing this email and am requesting permission to speak at the council meeting tomorrow and will
be saying what I am emailing to you but I wanted you to have it in writing. I will also be bringing some
more petitions that have been signed by residents requesting to keep the market as it currently is.
My name is Carole Geronsin, an active real estate agent for over 40 years, and resident of Corona del
Mar. I am a long time attendee of our certified farmer's market along with so very many others who not
only look to purchase our food and flowers, but see our friends and neighbors and chat with the vendors
we have come to know. Young families with their children along with the elderly make their way there
every Saturday. It was not until two weeks ago when I was made aware the city council was proposing a
change to a large inland empire company, the Heritage Group, to take over and change our market. In
researching, I come to find out that since August of 2024, you have been looking for alternative
operators. Where is the customer involvement? When do you enlist the residents point of view? Even
as of this last Saturday, so many had no idea of the possible change. I have with me more signed
petitions to retain the market as it is, which should now total to over 1000 signatures. This market has
been here now for nearly three decades. Corona del Mar is a very special place. No apartments, Home
Depot, Target, etc., just a quiet beautiful residential community and our market is a reflection of
that. No one gets on a plane on the east coast and says they are coming to Corona del Mar. They say
Newport Beach. I had so many people tell me if they wanted a larger, more diverse, farmer's market,
they would go to Mariners, UCI, or the Pier. Janet Toronski and Vince Rice are two people who drive
from Laguna each Saturday, specifically to come to this market due to the size and quality of the
produce. They, as others, want only food and flowers. Thank you, Mayor Stapleton, for coming to visit
the other Saturday, as you stated you have never been there. How many of you have visited our
market, and also have you visited a market operated by Heritage? I would think decisions are to be
made out of knowledge. In real estate I see homes with beautiful photographs, but then upon visiting
see the deficiencies of the home. I am asking you to hold off on any change at this time. Let residents
be a part of the decision making process. We are the ones who live and shop here. We want to be part
of the review process. So please take no action at this time and see what can be done to work with the
current operator. One last detail, expansion would create a parking nightmare . Thank you so much for
your time. It is greatly appreciated.

Hello NB City Council,
I've been a resident in the Flowers Streets since 1998 when my family moved to Goldenrod
Ave near the footbridge. One of our greatest joys was walking to the CDM Farmers Market
to pick out fruits and vegetables for school lunches and dinner on Saturday mornings. I've
raised three children here in CdM and now my daughter, her husband and two sons live
here. They also enjoy THIS farmer's market. As a point of reference, I travel quite a lot and I
visit other farmers markets out of curiosity and love of farm fresh produce and flowers. My
sister is a vendor at the Pearl Street Market in San Antonio where she sells cuts of wagyu
beef from her ranch. I studied your approved plan, here are mythoughts and questions.
What I love about the CDM Farmer's Market:
- the sense of community, seeing my neighbors and the vendors who I've grown to know.
- the variety and quality of the produce, products, and flowers. I love the seasonal fruits
such as tomatoes, strawberries, and blueberries. I love squash blossoms, beets and so
much more. I love Dory Fish, it's the best salmon I've ever had. The bread, tortillas, soup,
mushroom, Italian pasta, butter and cheese, Frenchy's yogurt and cheese, the pastries,
and so much more.
- the amazing eggs! Enough said in a world where eggs are in short supply, and store quality
Lacking.
-the flowers are wonderful and I fill my house every week.
My plea isn't that we stay the same, it's that we honor what does work. The market has
changed over the years to add new vendors and they have been welcome. What I don't
want is for those loyal vendors or local restaurants is to be shutout, or for the market to be
more commercial, selling items like NB Pier, the District or Lido.
Musicians encouraged! Local artists encouraged! Love the holiday and seasonal kids
activities. More of a this AND that. It looks like there are more prepared and pre packaged
vendors and less of what makes CDM Farmers Market great, produce.
Questions
1/ Did local restaurants have the option or opportunity of being included in food vendors? I
walk around on Saturday mornings and there are many options at coffee shops, juice
shops and restaurants to eat. How do those businesses feel about additional competition
to a low margin business with only so many residents? Hot prepared food, do we need
six? And do we need 19 prepared food vendors? Are all of these held to the organic
standards of produce vendors?
2/ Is the company selected, Heritage, a current member of the NB chamber of commerce
or a local business? Was the current vendor unresponsive to the new RFP bid n August?
3/ Do you think that asking the vendors to park on the street will impede customers from
finding parking? It's already tight, and the vendors have an easier time loading and
unloading. It's a long day, and creating chaos and new parking issues should be avoided.
Can vendors remain on the lot with the new plan?
4/ are there any additional financial burdens that the vendors will endure under the new
plan?
5/ What vendors will be there come May? You mention 29 average out of 40. Why do you
think it's not at capacity?

At Tuesday's (April 15) meeting, Newport Beach City Council will consider several
notable items on the agenda.
During current business, council will consider a new, five-year revokable license
agreement with Heritage Wellness Collective for temporary use of city property for the
Corona del Mar Farmers' Market.
The current agreement for the farmers' market is set to expire on June 30. A request for
proposals was published in August and following formal evaluations and interviews of eight
submissions, Heritage was selected as the most qualified and responsive.
Under the current license, the manager paid the city a fee of $4,429.32 per year. The
license allows for up to 40 vendors, with participation each week averaging approximately
29 vendors.
The proposed location of the new community market includes a portion of Bayside Park,
which is not included in the current license.
Heritage is a nonprofit operator of community and certified farmers' markets. They have
more than 15 years of experience developing and managing markets in several Southern
California counties. They currently operate seven weekly and bimonthly markets in the
region.

Heritage is proposing to keep the existing vendors and producers, as well as add
several new pre -packaged and prepared food vendors to "complement the produce vendors
and meet the interests of the community," according to the staff report. They also plan to
have a handful of hot food vendors with unique items available for consumption at the
market. They will also introduce periodic entertainment by local musicians and seasonal
events like pumpkin decorating, kids' crafts, farm to table dinner fundraisers, Earth Day eco-
friendly activities and giveaways.
If the agreement is approved, Heritage will start operation in May.
The new license fee is proposed to be $6,000 per year. It will be adjusted annually
according to the consumer price index.
There has been a lot of public input over the last several months, the report notes,
including concern about changing the market operator and that residents did not have an
opportunity to provide input to develop the scope of the RFP or participate in the selection
process.
Also during Tuesday's meeting, council will consider a resolution noticing the
city's intent to override the Orange County Airport Land Use Commission's determination
of inconsistency for an amendment to the housing opportunity overlay zoning and coastal
zoning districts.
City staff has been working on an amendment to the HO overlay zoning and coastal
zoning districts in title 20 (planning and zoning) and title 21 (local coastal program
implementation plan) of city code. Due to nine affected properties being located within the
John Wayne Airport notification area, Newport Beach is required to submit the project to
ALUC to determine whether they are consistent with the JWA Airport Environs Land Use
Plan. The commission conducted hearings on March 20 and found the amendment to be
inconsistent with AELUP.
Council previously voted to override ALUC's finding of inconsistency for other
amendments and projects.

Griffin Structures for construction management of fire station No. 1/Balboa Branch
Library; a $500,000 agreement with Anchor QEA, Inc., Dudek, and Moffatt & Nichol for on -
call marine and coastal engineering and harbor related services; A $343,800 agreement
with Carpi & Clay, Inc. for federal advocacy services and a $375,760 agreement with Bloc
Films, LLC, for junior lifeguard video production services.

XII. CURRENT BUSINESS Revocable License Agreement with Heritage Wellness
Collective for Temporary Use of City Property for the Corona del Mar Farmers'
Market
To City Council and respective City Management,
The handling of the Corona Del Mar Farmers market vendor contract selection and
proposed change of vendor is yet example of some of our city employees and
management being out of touch with our residents and residential community needs,
wants and desires. The continued heightened marketing of our small Corona Del Mar
village and the adjacent beach areas as a destination for added visitors, events, or
tourism coupled with increased density is ruining our Corona Del Mar Village and
creating a nightmare for its residents.
The Bid proposal framework to expand the physical footprint and other services/events
component will have a negative impact on the community. Who in the city decided that
the "Proposers were required to have a minimum of five years' experience delivering
community or certified farmers' markets for local governments with knowledgeable and
experienced staff. The proposers' ability to retain the mix and quality of products offered
at the existing market, with the addition of food items for on -site consumption like
coffee and juice drinks, bakery goods, and hot foods was of particular concern to
the panel, as was a proposer's ability to nimbly adjust the mix of vendors in response to
community feedback, seasonal changes and trends. The proposers' ideas and
experience implementing special events and driving community engagement
further determined the panel's scoring of each proposal." "...... anticipated
community engagement and special events, as well as their marketing
strategies."
The existing local coffee shops or storefront vendors should be horrified by this proposal
inclusion. The addition of proposal requirements for added events, music, noise and
promotion of the location to attract added attendance to the market will impact safety,
and quiet enjoyment residents homes nearby. The contract proposal evaluation
process and bid request should be reconsidered and adjusted to include the feedback
provided to the city on this agenda item.
The following statement by staff included in its report just cannot be accurate. It should
be addressed — Noise is considered an environmental impact under CEQA. I believe
staff's report is misleading, due to the fact the expansion of the site and noise from
performers (Music performers and local bands....) will most certainly have a
negative impact on local residents in terms of proximity and proposed added
traffic and safety issues. "Staff recommends the City Council find this action is not
subject to the California Environmental Quality Act (CEQA) pursuant to Sections
15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect
physical change in the environment) and 15060(c)(3) (the activity is not a project as
defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title
14, Chapter 3, because it has no potential for resulting in physical change to the
environment, directly or indirectly." The problem is that the many cumulative
actions taken by the city and its employees (when looked at from a total impact
perspective) are beginning to and will continue to have a crippling impact on the
community in terms of quality of life and public safety. We have delivery trucks
speeding down streets, unmanaged/non-compliant constructions sites, vendors
using our streets as commercial car wash areas, the unlicensed selling goods
and services on public property. This agenda item/change of vendor proposal
will increase noise and further diminish quality of life for local residents. In
addition, it could and will most likely indirectly cost the residents more in terms
of tax dollars need for traffic congestion management, parking, and safety
management. The fact of the matter is that our city does not have enough public
safety enforcement officers to manage crazy out of control drivers speeding
down our streets, traffic congestion, and dealing with people that disrespect
public laws, traffic rules, etc. Hiring or contracting the parking or traffic
enforcement out to vendors (such as LAZ) is not the answer.
Our City has challenges managing the influx of visitors and the resulting the
traffic/safety issues during the spring thru end of summer months. This problem has
been increasing in severity and intensity over the last 10+ years. The decision to
change the Farmers market management vendor ( including adding entertainment and
noise related activities such as high school bands/music vendors , expanding the space,
promoting more attendance and potential hours of operation changes is ridiculous.) It
will only exasperate the traffic logistic and parking issues.
The contract appears to have an open ended clause/nature allowing the city to make
adjustments to time and space as deemed necessary ---which could further negatively
impact neighbors/residents living in the area. The contract does nothing to protect
residents that would be most impacted by the start time of 7:30 — leaving an opening for
the city to allow set up before that time period if deemed as needed. Residential
disclosures required by CA department of RE (could harm property values of nearby
homes) and will need to be added to any residential property near this site.
The RiteAid in CDM is going to close — Pending planning development changes on that
piece of property, the expansion of any use of the park should be prohibit.
The existing park space designated for expansion is utilized by local residents for
children to play and recreation. It is a park — not an appropriate place for vendor
demonstrations, or vendors to pedal products or "other activity" area.
Our City does not need to promote, market, or create added foot traffic to the farmers
market. The existing market has met the community needs and desires of the
community for 20+ years. We already have a huge traffic problem and this is not the
appropriate site to add additional vendors or create additional neighborhood noise and
activity. Added marketing of this site will potentially create negative community quality
of life issues and increase traffic and safety risks. Traffic to the beach will be chocked
at the PCH and Marguerite intersection. Enhanced marketing of the Farmers Market
will do nothing but create the need for more police presence and parking
enforcement/traffic management — especially during the busy spring and summer
months. This will ultimately lead to added costs to the city budget for resources.
The current traffic and parking management vendor LAZ appears to not have been a
good vendor choice for our city. (poorly managed and not present). Their
employees appear untrained and clearly violate contracted requirements as I have
reported to the City last year. I have filed complaints with the City regarding their
behaviors and lack of parking management. We will need multiple police officers to
manage the city traffic issues on Marguerite Ave., in CDM if this local farmers market
gets further promoted on social media, etc. Companies such as Amazon/Door Dash
and various delivery services create safety risks to the community by simply parking in
the middle of our streets and in red zones. The police and code enforcement has been
notified and risks have been documented in emails and calls to the Police department.
The city is engaging in too many community projects (General plan update, Ocean Blvd
Walkway and viewing area project, this Farmers Market vendor change, the Picasso
fiasco) that will/could forever change the character or the Corona Del Mar village. The
cumulative impact of these decisions made outside of the public forum and without true
community/visibility/input is a problem and demonstrates a lack of good public
governance and transparency. The City has solicited feedback, but has a history of in
some cases ignoring or "massaging" the feedback. Saying everything is on the website
is not enough to keep the community informed. Notices of many significant quality of
life changing events (where community feedback/involvement is warranted) are sent out
too late and most notices are ineffective in really keeping the community up to
date. (An example of this is the 4x6 small mailer/public notice mailed out by Public
Works Department/City of NB 2/24/25 for agenda item at the 3/4/2025 City Council
meeting to discuss the Ocean Blvd Vision Plan). Many residents did not read the noted
correspondence because it looked like junk mail. It is unfortunate that City
management thinks it is more important to over communicate on subjects such as the
Junior life Guard program, while blushing over a number of the real "Big" community
changes/challenges ---that once approved, contracted, or instituted totally change the
future of our community -- Forever. We don't need an expanded farmers market, or
expanded viewing areas for tourists, or to further turn a village/residential
neighborhood into a resort/viewing destination. We want to keep our parks —
recreational parks where we can simply gather, walk our pets, enjoy the grass, historic
nature and simple charm of the village. Too many outside vendors appear to be
influencing the direction of our city. It is uncomfortable and unfortunate that some city
employees are demonstrating a propensity to be "Out of Touch" with reality of what our
residents/property owners want for our community. City staff is a public service provider
to the residents/owners and business that operate in our city.
The selected vendor has positioned itself as a "Non-profit" - This vendor appears to
have a few names for which it has operated under as a business and filed tax returns
for the IRS. From https://promects.propublica.org/nonprofits - The non-profit status is
unclear when CA non-profit data was researched and only filed tax returns for 2021
and 2022 (starting in 2022) under HERITAGE WELLNESS COLLECTIVE.????? The selected vendors
various "operating business entity names should be researched and discussed before
moving ahead with contract.) The City contract should require proof of Farmers Market
and Non-profit status annually and must be a non-profit in good standing — If the Market
is going to be marketed and contracted as a Certified Farmers Market. It is not clear
that all the IRS and other public disclosure documents for the proposed vendor
are readily available to the public and within the CA and IRS non-profit
financial transparency and public disclosure requirements. I am confused if
what is being contracted is for a Certified farmers market or just a Farmers
Market. (The 2 are different in business requirements and certifications.)
The physical sites that this management vendor (Heritage Wellness Collective) has
operated Farmer's Markets are Parking lot sites at universities/colleges and other large
commercial parking lot areas where the above mentioned traffic issues are most likely
not a factor. It is unclear if this vendor has any history managing a site in this type of
local and/or where significant traffic challenges have needed to addressed. Logistics
and traffic issues in Corona Del Mar represent a very different physical and logistical
environment. Perhaps the City should consider closing the Farmers Market in CDM
and relocate to its city parking lot/at the Civic Center as a farmers market. Either keep
the existing vendor or moved to the City hall and permanently removed from the village
(unless the current vendor is reconsidered) The staff report is unclear as to whether
the City Police and Fire Chief were specifically consulted and whether there is a written
record and agree by these 2 departments with the proposal of the site expansion and
potential added traffic and public safety stress. Added staffing (traffic management and
law enforcement/parking enforcement) from the city should be a part of the decision and
cost benefit criteria.
Please reconsider the proposed contract and keep community needs and feedback in
mind on this important decision.

It is my honor, privilege and a blessing to live in Corona del Mar. It has been my home for more
than 30 years. It's where I chose to raise my family and I have been involved in this magnificent
community in many ways. Based on the campaign promise to "Keep Newport Newport," I
respectfully request that you honor your promise.
Please keep our Corona del Mar Farmers' Market as is, with the current management. It is the
cornerstone of our community, a place where we can purchase fresh fruits and vegetables,
herbs and flowers, and the best yogurt around. Friends and families frequent their favorite
vendors, greet each other, gather with old friends, make new friends and visitors are impressed
by the upbeat and welcoming atmosphere. The nearby park hosts many children and dogs
before and after the market and it's easy to walk to the market or to park. Longtime vendors are
well known, and frequent customers seek them out. During my visit this previous Saturday, I
asked several if they had been contacted by the proposed management. The answer - no.
We DO NOT NEED an outside entity from RIVERSIDE managing our CORONA DEL MAR
FARMER'S MARKET. That is not keeping Newport Newport. That is bringing in a company from
the Inland Empire who doesn't understand our precious way of life.
We DO NOT NEED additional traffic. It already backs up in the summer with beach traffic. We
DO NOT NEED COMPETITION for our restaurants, coffee bars and snack vendors. We do not
need additional trash. If music and performers are something the community would like,
perhaps our local restaurants could look into that or they could be added to our new 3rd
Thursdays event.
This is a COMMUNITY. It is not a carnival. We are the Crown of the Sea, a jewel in our beloved
Newport Beach. Please keep Newport Newport.

Dear Newport Beach Council:
We have been homeowners and residents of Newport Beach since 2011. For years, I took
my kids to the local farmers market so they could see and touch new produce, which we
would bring home, learn about, and prepare. Studies show that when kids see and touch
fresh produce --even if they do not eat it! --they tend to eat more vegetables and have
healthier lives.
So it is important to the health and wellness of our community that we keep the small,
convenient Saturday market. Changing it to something for entertainment value, will take up
all of the parking and change the character away from supporting farmers.
I oppose the proposal to change the character of the Saturday market. Maybe your
proposal could be implemented on a weekday evening as an after -school event?

My family has had a house in CdM for over 60 years. I have been friends with Rick since 7th grade (60 years). Rick was in
my wedding in San Francisco in 1987. Sandy & Rick are long time friends.
When I moved to Newport in 2000 from the Bay Area, I was so excited for Rick's CdM Certified Farmers Market. So many
community members including myself look forward to Saturday morning to see Rick and buy awesome produce. Just
hanging with Rick at his table with fellow customer's of the Market. It is so wonderful to be part of the loving discussions
about Rick's family and the live's of his shoppers. Everyone knows each other and it's just an happening place where
friends in the community are buying superior products.
I don't know if there is a problem with the market and The City. Assuming everything is ok, why would the council entertain
bringing in a vendor from Riverside. Has the council interviewed the vendors Rick has in his "Certified Farmers Market"?
What due diligence has been done to evaluate the vendor coming from Riverside? Who will be on sight to run the market?
Will that person be an owner that is loved by the community?
What are the reasons the Council wants a change? Who on the council is promoting this change? Why are the council
members pushing the change? What does the Council member or members have to gain by changing operators?
It all doesn't pass the smell test. Especially when the vendor sends out an advance notice that they will be taking over as
the market operator.
Please be transparent with those who attend today's meeting.

I have been a waterfront resident of Newport Beach for many years.
The CdM Farmers Market has been a weekly shopping ritual and sustainable way of life
for me, my family, friends and neighbors for over 22 years.
Only this last Saturday did I and many others learn with shock of the City's decision to
eliminate the entire base of reputable growers and vendors that we have
longstanding relationships with, and to replace them with a Disneyland- fairground like
venue. This is not consistent with the desires of the people of this community.
Equally disturbing is that the decision to make this major change was done so without
transparency or essential public input. This feels deceitful.
We are not in favor of the proposed intentions, especially not the elimination of our
highly valued growers and vendors who have created our niche Farmers Market.
Rest assured that this would be a loss to our and your community.

After you take the time to ACTUALLY Map out a new plan for the vendors to their dropping off of
vegetables from their trucks, the bringing in of huge boxes of fish, the bringing in of towering bins of
sweet -breads and pray do not forget the bringing in of flower stands!...... the spreading out and display of
each and every vendor! They're doing it for OUR connivence....... very inconvenient for them!
After you see How are they going to carry their things in every single Saturday? What are you kidding
me? You will see how preposterous a thought you have allowed you'r planners to upset a community of
once perfectly sane peoples. Its hard enough for venders to drive down from Temecula or wherever,
plan, sell and return home!
Then there's 'parking for the patrons'!....... There is no parking for the patrons as it stands!
Who are you to come into a town and turn it into a Third World sale?
Laguna farmers market is what you're going to have ......and it's a mess all it is is more food and Mexican
people selling Mexican foods all over the place! There's no true real social niceity there. They look at you
salivating for money. That's all they do in Laguna it's horrible.
Is there going to be a place to go for white people anymore?! I'm sorry, but this is what's happening! I'm
tired of trying to listen and figure out Spanish, Portuguese, whatever accents..... either on the phone for
banking or any part of my life!
Third World market that's what you want what business is of yours anyway? Heritage comes to you and
says, 'we want to apply for this job' that's not even open?! Since when does government come into a
home and turn it upside down?!
Things are settled in Corona Del Mar. It is passive and a glorious place to go to a vendor for your
purchase where one is met with true and regal, politeness and respect. The presentations are highly
organized!
We asked that this matter gets revisited because first of all the people that are against a change all
showed up to your scam of a share meeting. A lot of them left when you let the cabbage patch kids
come in and lineup for their beg, prior to the farmers market problem.
Second of all, you had all this decided before we took our time to come and present. This was quite
obvious at the end where you let Mr. Bloom try to proselytize our mindsets. He spoke for more than two
minutes that's for sure.
Mr. Bloom has a store somewhere up in CDM and it is none of his business What other people and shops
do. CDM Farmers Market is a small organized very well handled situation and you guys are sticking your
noses in it! Most of the people who showed up Tuesday night against this situation, showed up instead
of writing email! Many of the people who showed up left upon seeing the turnout for 1501 16th
Street.... not that it mattered..... presenting to you was like hitting our heads against the wall, as if.
This Market has been set up for the past 30 years or more and now you want to tell them where to park
and what to do Saturday morning at 7 o'clock? People break you know they just finally break and you
have no business in their business. They bring their product into a town And now you're telling them
they can simply be REPLACED!..... simply NOT WANTED!
If people want face painting, they could go to Balboa Peninsula. There's always a face painter there. This
is an absolute fruitless practice of yours. You better fire some of the people on the government payroll
because apparently they have nothing else to do except ruin, simply ruin, our HARDWORKEDFOR
peaceful lives.!
The people who want this can go shop at Wholefoods, Gelsons and Trader Joes.

To Whom It May Concern,
I am writing as a concerned resident of Orange County to express my strong support for keeping our local farmers market open
and operating in its current location. This market is more than just a place to buy fresh produce —it is a beloved community
gathering space that promotes healthy living, supports local farmers and small businesses, and enhances the social and economic
fabric of our neighborhood.
It has come to our attention that there are plans to remove the current operator.. This decision does not reflect the will of the
community. Many residents, including myself, rely on the market not just for food, but for connection, culture, and the local
economy.
We respectfully ask that the Board of Supervisors listen to the voices of the community and take action to preserve the farmers
market. We believe there are solutions that can address any concerns without eliminating this important resource.

This letter serves as a formal and immediate
objection to the City of Newport Beach's
procurement process and the proposed
relocation of the Corona del Mar Farmers
Market, as now posted on the city's website.
I have been a vendor at the Corona del Mar
Farmers Market for 12 consecutive years. At no
time was I —or any fellow vendors I've spoken
to —notified that a Request for Proposals (RFP)
had been issued for the future management of
this market. During the recent public meeting,
it was stated that eight bids had been received
and that the procurement process began 8
months ago. This directly contradicts the City's
stated commitment to fairness, transparency,
and community inclusion.
The Mayor's brief appearance at the market
several weeks ago does not constitute vendor
engagement, stakeholder input, or due
diligence. He did not interact with vendors or
ask questions. No council member has
interviewed vendors. The operator selected,
Heritage, admitted to not understanding local
infrastructure such as parking. This
demonstrates a gross lack of due diligence.
The fact that not one city council member
attends the CDM market, and only one attends
the Santa Monica market on Wednesdays,
indicates a lack of firsthand research prior to
supporting a proposal that fundamentally
misunderstands this market.
Now the City's website is suggesting a
relocation of the market. This is not a minor
operational change. Over 80% of our customer
base lives within walking distance. Relocation
would dismantle this structure, destabilize
vendor income, and for many, lead to
permanent business loss. It is well -
documented that relocation of an established
farmers market results in a steep drop in
vendor participation and customer attendance.
Changing the location is effectively starting a
new market, while voiding the years of success
built at the current site. You never change a
location of any business when it's successful,
yet only when it not.
Furthermore, the City continued to host
language on its website through April 15,
2025, suggesting that proposals may still be
submitted. If a decision has already been
made, this constitutes public misrepresentation
and may be legally actionable under
misrepresentation or violation of government
transparency statutes.
This is a formal demand for:
1. Immediate disclosure of when and where
the RFP was posted.
2. Confirmation of the City's commitment to
delivering the list of eight bidding entities as
indicated in their response.
3. A copy of all communications between
Councilwoman Kleiman, Heritage Farmers
Market, and City staff.
4. An immediate hold on any relocation plan
until proper stakeholder consultation occurs.
The City will be held responsible for any
business losses resulting from its actions. If
relocation or transition moves forward under
these conditions, the City may be exposed to
legal liability for negligence, misrepresentation,
and lack of stakeholder engagement.

Reconsideration

City Manager Leung, Mayor Stapleton, and Members of the City Council,
I am writing to formally object to the City's handling of the Corona del Mar Farmers Market
RFP process and to request immediate reconsideration based on new information I
obtained through a Public Records Act request.
The public records confirm that:
- Vendors — the businesses most directly tied to the success of the market — were never
notified or given the opportunity to submit proposals.
- The City instead reached out selectively to outside companies — including technology and
machinery companies that have no direct experience managing farmers markets, food -
based vendors, or customer -focused community markets.
- Longstanding, invested vendors like myself were excluded without explanation.
For the record:
I have been a business owner in Corona del Mar since 2000.
I have been formally recognized by the State of California for corporate wellness innovation
since 2006.
And I have been a vendor at the Corona del Mar Farmers Market for over 12.5 years,
continuously serving this community.
The exclusion of qualified, existing stakeholders from the process not only undermines
public trust, it violates the spirit of fair and open government contracting. It deprived local
businesses of the opportunity to compete on a level playing field and effectively denied the
community its rightful voice in shaping the future of a market that belongs to it.
Public comments at the Council meeting confirmed that no Council members — except one
who claims to attend the Santa Monica Wednesday market — actively engage with local
markets, including the CDM market they were voting to change. This complete lack of
firsthand diligence and verbal statement from the last Council member who spoke, saying "I
don't think this is a priority on our agenda;' is deeply troubling.
Heritage Wellness Collective's proposal — which was accepted — is demonstrably a
recycled, boilerplate bid containing visions and ideas Council members could not have had
the professional ability to assess, given that no research was conducted on the market. All
markets are different, and certainly not all the same — something I believe the Council
assumed. Heritage's proposal contains obvious errors (including referencing the wrong
cities) and failed to account for essential logistics, such as parking. That this was overlooked
only reinforces that this process was pushed aside, dismissed, and not considered from any
professional or operational expertise.
Relocating the market — even a few miles — would dismantle the local customer base built
over a decade, with over 80% of current customers arriving on foot. Business relocation is
not equivalent to improvement. It is economic destruction.
If the Council believes relocation doesn't impact business success, I challenge the Council
member who owns restaurants to relocate his businesses across town and attempt to
rebuild his customer base. If he is unwilling to do so, the hypocrisy in forcing that
expectation on small vendors becomes glaringly clear.
I also want to address a letter of recommendation I saw in the City's public records from a
vendor operating under the name "Chaupain." Chaupain is the most recent vendor to join
the Corona del Mar Farmers Market and has no longstanding history there. He has not been
part of the market long enough to speak to its history, community engagement, or long-term
operations.
More importantly, the owner of Chaupain, Ahmid — the person who submitted the letter —
has never once attended the market personally. Only his paid representatives have. For him
to write a letter "strongly recommending" Heritage is, in my professional opinion,
completely disingenuous and written in bad faith.
It's clear that because of the new Newport bakery location and recent business relationships
with the Council, Ahmid exploited this newly established relationship to influence the
voting. His letter made no mention of his short tenure, his lack of personal involvement, or
the fact that he is the newest vendor in the CDM community. That letter should never have
been given weight as an endorsement from a longstanding stakeholder — because he simply
isn't one.
Therefore, I am formally demanding:
- Immediate reconsideration of the City's selection of Heritage Wellness Collective.
- A public reopening of the opportunity for qualified, invested local vendors — including
myself — to submit proposals.
- A full pause on any operational transition, relocation discussions, or contract execution
until this matter is reviewed and corrected.
Failure to address these concerns may expose the City to legal claims for unequal treatment,
lack of due process, economic harm, and breach of public trust.
