Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Kevin Riley, Principal Civil Engineer - (949) 644-3329, kriley@newportbeachca.gov TITLE: FY 2023-24 Traffic Signal Rehabilitation Project (Project No. 24T01) — Notice of Completion for Contract No. 9416-1 ABSTRACT: On October 24, 2023, the City Council awarded Contract No. 9416-1 for the Fiscal Year 2023-24 Traffic Signal Rehabilitation Project to Elecnor Belco Electric, Inc. The project addressed signal system improvements on Balboa Boulevard, as well as overhead signage on Balboa Boulevard and Bristol Street. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. Work occurred at the following three locations: • West Balboa Boulevard at 22nd Street/23rd Street • West Balboa Boulevard at 21 st Street • East Balboa Boulevard at Main Street 4-1 FY 2023-24 Traffic Signal Rehabilitation Project (Project No. 24T01) — Notice of Completion for Contract No. 9416-1 April 15, 2025 Page 2 In addition, due to the similar nature of work, the following components were included in the project: • The installation of a new dynamic message sign at Newport Boulevard and 291h Street • A fiber optic communication upgrade on West Balboa Boulevard from River Avenue to 32nd Street, and 32nd Street from West Balboa Boulevard to Newport Boulevard • The replacement of signs and lighting on overhead sign bridges at the following three locations: ➢ Bristol Street North, east of Campus Drive ➢ Bristol Street South, west of Jamboree Road ➢ Jamboree Road, south of Bristol Street South The contracted work was completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $ 1,206,888.00 Actual Cost of Bid Items Constructed: $ 1,199,134.00 Total Change Orders: $ 100,674.15 Final Contract Cost: $ 1,299,808.15 The total contract amount was $1,299,808.15, including additional change order work of approximately 7.7% over the original bid amount. Additional work included added exploratory work and potholing, additional fiber optic and signal conduit installation necessary to complete the project. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule January 3, 2024 Actual Start of Construction Per Notice to Proceed January 3, 2024 Estimated Completion per Annual Baseline Schedule January 28, 2025 Substantial Completion Date Inclusive of Extra Work January 28, 2025 FISCAL IMPACT: The FY 2023-24 Traffic Signal Rehabilitation Project was funded from the FY 2023-24 Capital Improvement Program Budget. The IT Replacement fund is used to account for the cost of maintaining and replacing the City's telecommunication equipment. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
