TITLE: Corporation Yard, Utility Yard and Oilfield Gate Rehabilitation —
Award of Contract No. 9749-1 (25F02)
ABSTRACT:
The City of Newport Beach received construction bids for the Corporation Yard,
Utility Yard and Oilfield Gate Rehabilitation project. Staff requests City Council approval
to award the construction contract to Gold Coast Fence Inc., of Long Beach. This project
replaces aging gates and gate components at the Corporation Yard (592 Superior Ave.),
Utility Yard (949 W. 16t" St.), Oilfield (5904 West Coast Highway), and Big Canyon
Reservoir (3300 Pacific View Dr.).
RECOMMENDATIONS:
a) Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 (Existing Facilities) of the CEQA Guidelines, California
Code of Regulations, Title 14, Chapter 3, because this project has no potential to have
a significant effect on the environment;
b) Approve the project plans and specifications;
c) Find the bid submitted by EverFence Corporation to be non -responsive;
d) Award Contract No. 9749-1 to Gold Coast Fence Inc., for the total bid price of
$304,768.00 for the Corporation Yard, Utility Yard and Oilfield Gate Rehabilitation,
and authorize the Mayor and City Clerk to execute the contract; and
e) Establish a contingency of $30,500 (approximately 10% of total bid) to cover the cost
of unforeseen work not included in the original contract.
DISCUSSION:
As part of the annual Facilities Maintenance Master Plan (FMMP) program, staff identified
gates at the corporation yard, utility yard, oilfield and Big Canyon Reservoir as needing
maintenance. Many of these gates and/or their components receive intense use and are
over 30 years old. The Utilities and Public Works Departments have identified specific
components for replacement to ensure continued smooth operation.

At 2 p.m. on February 5, 2025, the City Clerk opened and read the following bids for this
project:

The City received three bids. The apparent low bidder, EverFence Corporation, provided
only one reference for a comparable project compliant with the requirements stated in the
Technical Ability and Experience References section of the project specifications. Due to
the lack of required references, staff recommends that the bid from
EverFence Corporation be found non -responsive.
The 2nd low bidder, Gold Coast Fence Inc., possesses a California State Contractor's
License Classification "C-13", as required by the project specifications. A review of
references for Gold Coast Fence Inc., shows satisfactory completion of similar contracts
for other public agencies including Azusa Unified School District, Emblem Academy,
Pasadena Unified School District, the Port of Long Beach, and Huntington Beach City
School District.
Gold Coast Fence Inc.'s bid was approximately 5% below the engineer's estimate of
$320,000. The average bid price was roughly $348,000. Pursuant to the contract
specifications, the contractor shall have 40 consecutive working days to complete the
project. Work is scheduled to start in summer 2025.
The project plans and specifications will be available for review at the April 15, 2025,
City Council meeting or upon request.
FISCAL IMPACT:
The adopted Capital Improvement Program budget includes sufficient funding for the
award of this contract. The following funds will be expended:

Staff recommends establishing $30,500 (approximately 10% of total bid) for contingency
purposes and unforeseen conditions associated with construction.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301 (Existing Facilities) of the
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential to have a significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
