The photometric analysis considered all sources of light at the Project, the intensity of lighting sources based upon manufacturer specifications, and physical features of the existing environment and buildings. The analysis demonstrated that lighting associated with the Project would be minimal at the building boundary, which is located more than 350 feet from the nearest residential receptor. All new sources of lighting will comply with Newport Beach Municipal Code Section 21.30.070, which requires that all outdoor lighting fixtures be designed, aimed, located, and maintained to shield adjacent properties from light spillage. All lighting will also comply with California Building Code and other applicable standards. The Project Site is located in a highly developed, well-established commercial area of Newport Beach. The surrounding area is characterized by a variety of sources of ambient lighting common to urban, developed areas, including commercial uses, street lighting, and vehicle lights. For instance, the Project Site fronts on West Coast Highway, a major thoroughfare in the City, and a source of substantial ambient light. A significant number of the commercial uses in the area continue into the evening and early morning hours, thus contributing ambient light during normal sleeping hours. The Project Site is also located within an existing commercial development, which has current light sources, and located more than 350 feet from the nearest residential receptor. The photometric study determined that exterior lighting would generate light as follows: 1. Ground Floor Exterior: 2. Outdoor Terrace lighting would produce light of 4.8 foot-candles1 at the edge of the Outdoor Terrace. Accounting for the distance to the nearest residential receptor to the Outdoor Terrace (approximately 400 feet), 4.8 foot-candles would reduce to 0 foot-candles at the residential receptor property line. This reduction does not account for intervening structures. Ground Floor Exterior lighting would be a maximum of 6.4 foot-candles at the boundary of the Project Site. The nearest residential receptor is located more than 350 feet from the Project Site boundary, and light from the Ground Floor Exterior would reduce to 0 foot-candles due solely to distance. For purposes of comparison, 0.5 foot-candle is equivalent to 50% of the amount of light emitted from a single wax candle from one foot away. The Project’s lighting will not impact residential uses because the light generated will not be intrusive or trespass onto residential property. The City of Newport Beach does not have a generally applicable light trespass standard. The City of Los Angeles, however, regulates light trespass and provides that no exterior light may cause more than 2.0 foot-candles of lighting intensity onto any residential property.2 The illuminance calculation data in the tables above demonstrate that any light trespass associated with the Project’s Ground Floor Exterior and Outdoor Terrace lighting is well below the standard of 2.0 foot-candles at the nearest residential receptor. The City of Santa Ana similarly limits light trespass on sensitive receptors. The Santa Ana Citywide Design Guidelines provide that commercial site lighting should not exceed more than 5.0 foot- candles within 50 feet of a property used as or zoned residential.3 The Project’s lighting would be 0 at 50 feet from the nearest residential receptor, which is below the City of Santa Ana standard. Based upon the foregoing, the Project would not generate light that would cause lighting impacts at nearby residential receptors. 323497603.2 1 Illuminance measures the amount of illumination (i.e., luminous flux) that falls on a given area from a light source. Luminous flux is defined as the mean value of total candelas produced by a light source, and describes the total amount of light emitted by a light source. The unit for measuring luminous flux is a lumen. Illuminance is measured in foot-candles (lumen per square foot, or the light energy within one square foot surface).
