On the Agenda: April 29 City Council Meeting
The next meeting of the Newport Beach City Council will be on Tuesday, April 29. A study session will begin at
4 p.m., followed by the regular meeting at 4:30 p.m. The full agenda is available here.
Agenda items include:
• A study session discussion of Lower Castaways Park redevelopment and City public pool options.
• An ordinance that would update the Newport Beach Municipal Code to prohibit the use of bicycles,
electric bicycles, electrically motorized boards, motorized bicycles, motorized scooters, pedicabs, and
surrey cycles from operating on City beaches. The ordinance would apply to the sand areas of City
beaches, where Newport Beach police officers have observed an increase in dangerous and disruptive
bike -related activities.
• A resolution to revise certain fees. The City regularly reviews its user fees to ensure that they reflect the
actual cost of providing services. A cost recovery analysis of fees in the Library Services and Recreation
and Senior Services departments resulted in the recommended revisions.
• Consideration of an appeal related to a limited -term outdoor dining permit for the Five Crowns
restaurant. The outdoor dining permit was originally approved during the pandemic, with extensions
upheld by the City's Planning Commission. The permits include conditions such as limited hours and
noise -reducing design features. The appeal cites concerns about impacts to the surrounding
neighborhood.
• Approval of amendments to the North Newport Center Planned Community. The Irvine Company is
requesting City Council approval to amend the North Newport Center Development Plan to allow for
future residential development. The proposal would allow 1,500 housing units, incorporate two
additional parcels into the development plan, and update height limits, design standards, and review
processes. These changes would support the City's state -certified Housing Element, which identifies
Newport Center as a key area for accommodating future housing needs.
