Corona del Mar's Oldest Restaurant
Development began in 1918
- Built in 1920 by Matilda "Tillie" Lemon MacCulloch and
her daughter Marguerite
- Building was modeled after the Ye Old Bell in England
- Operated as the Hurley Bell and Tail O' The Cock until
the early 60s
-In the 1940s,
the location
was an inn and
restaurant
that became
a hideaway
for Hollywood's
stars,
including Howard Hughes, Rita Hayworth, Bette
Davis, Ava Gardner, Humphrey Bogart and more....

-In 1964, Richard Frank, Lawrence Frank's son, took
I control of the property and opened Five Crowns in
1965
-The families were already successful restaurateurs
owning Lawry's The Prime Rib on La Cienga

Boulevard in Beverly Hills and the Tam O'Shanter Inn
-. on Los Feliz Boulevard
- The Five Crowns was opened on April 14,1965
- At the time, Five Crowns was the fifth restaurant in the
company and Lawrence poetically referred to it as the
"jewel in the crown" of Corona del Mar
- The Five Crowns has been in continuous operation and
ownership by the same family
-Ryan is a trained chef and a fourth -generation
member of the founding family
-Ryan is CEO of Lawry's Restaurants Inc., parent
company of the Five Crowns
-Ryan is a long-time resident of Newport Beach, where
he is raising his family
-Ryan created the beloved SideDoor Restaurant in
2009, and formerly lived in the home immediately
adjacent to the Five Crowns
-On October 31, 2023 the Five Crowns submitted a
limited term permit application to the City of Newport
Beach
-The application sought permission to continue
operating an outdoor patio area that has been in
consistent use for generations
-Since its founding, the Five Crowns has been using
its outdoor area for dining and private events (e.g.,
weddings, birthdays, retirement parties, etc.)

-As part of the LTP Application, the Five Crowns
commissioned a noise analysis by RK Engineering
Group, Inc. to ensure the outdoor dining area did not
impact the surrounding community and neighbors
-The Noise Analysis concluded that the proposed
outdoor patio area and associated uses will comply
with the City's noise standards with the implementation
of design features

-Zoning Administrator Ben Z' Deba held two public
hearings on the Five Crowns' LTP Application on July 25,
2024 and August 15, 2024
-Zoning Administrator considered the written record as
well as comments from the applicant, neighbors and
community
-Zoning Administrator approved the LTP Application via
Resolution No. ZA2024-045

Planning Commission held a hearing on the appeal
on December 5, 2024
Planning Commission considered both written and
verbal testimony at the hearing: and
Planning Commission rejected the appeal, and
upheld the Zoning Administrator decision on 6-0 vote
with Commissioner Barto recused
-Planning Commission made the required findings to approve the LTP
Application
-The restaurant has been in operation since the 1930s, and both the indoor
and outdoor areas have been continuously used for dining and private
events during its history
- Planning Commission conditioned the approval to ensure there would be
no negative impacts to neighbors or the community
- Planning Commission agreed with a 6-0 vote of support
-Ryan is investing approximately $500,000 in noise mitigation measures, and
is committed to being a good neighbor
-Upholding the Planning Commission's decision supports local business
-Ryan has personally knocked on doors, and met
with his neighbors to explain this LTP Application and
to answer any questions they may have
-The Five Crowns has 2 rounds of petition signed by
neighbors, community members, and Newport
Beach residents supporting this LTP Application
► Backyard Use has to be stopped after 1 year (Condition 3)
► Build extremely costly sound attenuation wall (Condition 6)
► Build 10 ft gate (Condition 6)
► Restricted sound equipment (Condition 6)
