The address is 1201 Dove Street in HO-1 Can you please tell me how many residential units are allocated to each City owned property? What type of units, single family, condo, townhouses? 179 units for 1201 Dove Street (HO-1); and 152 units for 868 & 870 Santa Barbara (HO-4). No development type is assigned. However, these will most likely be rentals and/or for -sale condos, townhouses since the density range would be between 30 to 50 du/ac. MV124 These areas were created to provide housing development opportunities, to ensure the city can meet its allocation of its fair share of Regional Housing Needs Assessment (RHNA). Here's the link to City Council adopted Ordinance 2024-16, established the Housing Opportunity (HO) Overlay Zoning Districts in the City's zoning code. 1. What are they currently zoned for? There are no proposed zone changes to these areas for the City Council consideration at this meeting, so the existing zoning of these properties (office, commercial, retail, light industrial, etc.) are still in place. 1. What are they planned to be zoned for during the 6/10/2025 meeting? It has come to our attention that inaccurate and negative information about our proposed residential project is circulating among members of the Harbor Day School community. We are addressing this letter to Council members Weber and Kleiman because we believe you may be able to help clarify to concerned community members what the City Council will be discussing and voting on Tuesday night and, the overall background of the Regional Housing Needs Assessment (RHNA) and state housing law that has resulted in current City of Newport Beach housing goals, policy and zoning related to both market rate and affordable housing. For decades, St. Michael's Church and Harbor Day School have enjoyed a positive and cooperative relationship, one that we deeply value and hope to preserve. We are asking for your help in clarifying and correcting the record regarding our proposed project. Specifically, a recent post (attached) claims that St. Michael's is seeking project approval before the Council this coming Tuesday, that we plan to tear down our existing gym, and that we are proposing a "low-income housing project" with a special height adjustment request. None of this information is accurate. As outlined in the attached letter that we have sent to the Harbor Day School community (attached): • There are no plans to demolish any existing facilities, including the gymnasium. • This is not a "low-income" or government -subsidized housing project. • There is no project approval before the Council on Tuesday. • We have not requested any special treatment; we are asking simply to be treated equally with other parcels within the designated Housing Opportunity Zone (HO-4). What is before the Council on Tuesday is a proposed height adjustment applicable to many properties — approximately 30 parcels — within the HO-4 Zoning Overlay. The height adjustments will result in residential developments of superior design for livability, safety access and community aesthetic. Importantly, these new homes will provide units that contribute towards Newport Beach meeting the RHNA allocation for both market rate and affordable housing units as prescribed by state law. St. Michael's is one of those parcels. Our request is straightforward: we respectfully ask not to be singled out or treated differently from the other properties within this zone, particularly because our project will serve the mission of the church by providing a small but meaningful number of affordable senior and workforce housing units. We are mindful that there are often concerns within communities about "low- income" or government -subsidized housing. However, we are not proposing such a development. Instead, we are planningto provide a limited number of affordable units — approximately 15 to 18 — in a local housing market that has become increasingly unaffordable for seniors and working families. The Episcopal Diocese of Los Angeles requires that any residential project on church property include an affordable housing component, and we have carefully calibrated our plan to include the minimum affordability necessary to satisfy the Diocese's requirements while keeping the project economically feasible. Singling out St. Michael's for exclusion from the height adjustments available to many properties in this zone would significantly harm the viability of the project and undermine our efforts to fulfill the church's mission in a responsible and community -minded way. MICHAEL & ALL ANGELS To Our Friends at Harbor Day School: St. Michael's Church is excited about the opportunity to develop a senior residential housing project on a portion of our parking lot. This project would generate financial resources to support the mission of our parish and the Diocese of Los Angeles, while also providing a limited number of affordable housing units (approximately 10-20%) to serve the broader Newport Beach community. The City of Newport Beach has already designated our site in its Housing Element, and the Planning Commission has included it in the Height Adjustment element applicable to properties in the designated Housing Opportunity Zone (as shown on the attached map). Importantly, this project is being led by members of the St. Michael's Vestry who are both real estate professionals and long-standing members of the local community. The project has the full support of the Episcopal Diocese of Los Angeles and is being developed under the leadership of the church itself not by an outside developer. In addition, Farmers and Merchants Bank has expressed its financial support for the project. It has come to our attention that there may be some misconceptions circulating within the Harbor Day School community, and I would like to take this opportunity to address them directly. First, there appears to be a misunderstanding that "the owners of the St. Michael's Gym will tear it down and build a low-income apartment building." This is not accurate. The property, including the gymnasium, is owned by the Diocese of Los Angeles, and there are no plans to demolish the gym. The current concept envisions locating the new senior housing project on the west end of the existing parking lot. Furthermore, while 10-20% of the units are anticipated to be affordable, it's important to clarify that in Orange County, affordable housing is generally defined as housing for a family of four earning less than approximately $130,000 per year (subject to annual adjustments). The goal is to provide a modest amount of affordable senior and/or workforce housing as an alternative to the high housing costs and rents currently prevalent in our community benefiting seniors on fixed incomes and working families. This is not a government -subsidized low-income housing project. Second, there is also confusion regarding the nature of the request before the City Council. St. Michael's is not making a special request for an increase in height limits. The property is zoned for housing and is included in Housing Opportunity Zone 4. The matter before the City Council is an amendment to the zoning code that makes residential building height adjustments for many properties in Housing Opportunity Zone 4. For our site, even with the adjustment, the proposed height limits are is still within the upper range that the planning commission could approve for developments in the zoning district. It would appear that the Church is using its current status as a privately owned facility that serves the public to effectuate a change in use that inherently negates this status given the proposed residential development. Dear Mayor and City Council Members, It has come to the community's attention that there is a proposed Housing Development Project to replace St. Michael and All Angels Episcopal Church in Corona Del Mar. We are in opposition to this development for the following reasons: - already existing apartments at corner of Marguerite and Pacific View Drive -traffic will greatly increase the already congested roads due to Harbor Day School, Lincoln Elementary School and Pacific View Mortuary and Memorial Park -daily use of St. Michael gymnasium for the students of the preschool and HDS students. These students rely on use of the gym for various activities including sports activities, Cub Scouts belonging to Scouts of America and Girl Scouts Replacement of this staple organization would not only negatively impact the aesthetic of the area but more importantly displace the daily use of the space and create more traffic in an already congested area. Please reconsider this decision and explore other options. Thank you for your attention. The Church is located at 3233 Pacific View Drive in Corona del Mar and is identified by the City of Newport Beach as Housing Opportunity Site No. 147 in HO-4. The adjustment, recommended by the Planning Commission, would allow residential buildings to be up to a maximum of 50 feet for flat roofs and 55 feet for sloped roofs. This height is consistent with the maximum height limit allowed in the Private Institutional Zoning District by Newport Beach Municipal Code Section 20.30.060(C)(2)(d). Similar to other properties, the base height limit of 32 feet for a flat roof and 37 feet for a sloping roof impedes the design of a multi -unit residential project on the property given the required density levels. Our property size is approximately 3.59 acres and allows for a multi -unit residential development with a density range of 20-50 dwelling units/acre. Due to the location and design of the existing Church (which we have no plans to alter at this time), a preliminary design has identified about 1.62 acres available for the residential development. The current base height limit restricts the available area to accommodate the prescribed range of units. The adjustment in height limit would provide greater flexibility in design and result in a superior residential development project. What I witnessed during that time was eye-opening. These were residents of Newport Beach— many living alone, with limited mobility, scarce financial resources, and little to no nearby family support. Often, our volunteers were the only human connection they had each week. In a city of approximately 83,000 residents, nearly 29% are over the age of 65 (according to the City's website). Yet Newport Beach has just 435 affordable rental units —and only 232 of those are designated for seniors. That is not nearly enough. Further, a single -person household earning $114,000 or less qualifies as "Moderate Income" in our city. Many seniors fall within that bracket or lower, and still struggle daily with housing and food insecurity. The proposed project at St. Michael's is aligned with existing local housing precedents. Just a block away is Seaview Plaza, which provides 100 HUD -subsidized senior units. Nearby Baywood Apartments offer 105 moderate -income units for qualifying residents. The St. Michael's project similarly proposes to include 10-20% affordable units, while creating a safe, senior -focused community close to OASIS, groceries, pharmacies, public transportation, parks, and medical care. I urge the Council not to let misinformation or vocal opposition obscure the facts or derail a development that clearly supports the City's housing goals and addresses a well - documented local need. Importantly, these new homes will provide units that contribute towards Newport Beach meeting the RHNA allocation for both market rate and affordable housing units as prescribed by state law. The study concluded that relocating Fire Station No. 3 from its current site at 868 Santa Barbara Drive to 1550 Avocado Avenue would significantly improve emergency response times for both residents and businesses in the area. To support the NBFD's long-term objective of enhancing public safety, staff recommends that the City Council send a letter to the Orange County Transportation Authority (OCTA) requesting its collaboration and support in facilitating the relocation of Fire Station No. 3 to the proposed Avocado Avenue site. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Authorize the City Council to submit a letter to the Orange County Transportation Authority requesting its consideration and support in facilitating the relocation of Fire Station No. 3 to the proposed to 1550 Avocado Avenue site. DISCUSSION: The Newport Beach Fire Department (NBFD) currently operates Fire Station No. 3 at 868 Santa Barbara Drive, adjacent to the Police Department headquarters. Recently, the NBFD conducted an analysis that focused on how it could reduce response times and improve public safety. Based on this analysis, 1550 Avocado Avenue was identified as the optimal site. The current station is approximately 2.5 miles from the Port Streets neighborhood, resulting in response times that can exceed the National Fire Protection Association's (NFPA) 4-minute standard (NFPA 1710). Relocating Station 3 would significantly improve service to underserved areas including the Port Streets, Bonita Canyon, and Yacht Street neighborhoods, which are among the station's highest call -volume areas. The Avocado Avenue site also offers better access to major roadways, enhancing citywide coverage and response reliability. Given these operational benefits, staff recommends the City Council send a letter to OCTA requesting its consideration and support for relocating Fire Station No. 3 to 1550 Avocado Avenue. This location would better serve the community and align with the Fire Department's long-term public safety goals. FISCAL IMPACT: There is no fiscal impact related to this item.
