The citizen members have annual terms that are subject to City Council confirmation. The process to fill the vacancies is provided in City Council Policy A-2 (Boards, Commissions and Committees), and the Maddy Act. All vacancies were noticed according to the Maddy Act and City Council Policy A-2. RECOMMENDATIONS: a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; and b) Confirm Mayor Pro Tern Lauren Kleiman's reappointment of Allen Cashion, Councilmember Michelle Barto's reappointment of William Kenney, Councilmember Noah Blom's reappointment of Kory Kramer, and Councilmember Erik Weigand's reappointment of William Collopy to fill the scheduled vacancies on the Finance Committee for terms ending June 30, 2026. DISCUSSION: Subject to confirmation by the City Council, the Finance Committee consists of seven members: three Councilmembers appointed by the Mayor and four citizen members appointed by the Councilmembers not on the Finance Committee. The current citizen members' terms will expire on June 30, 2025. On January 14, 2025, Mayor Joe Stapleton appointed himself (Chair), Councilmember Robyn Grant, and Councilmember Sara J. Weber as the three Councilmembers seated on the Finance Committee. On Wednesday April 16, 2025, the City Clerk posted the Notice of Vacancies in the City Clerk's Office and the City Hall bulletin board and placed the Notice of Vacancies on the City's webpage. On Saturday, April 19, 2025, the City Clerk published the Notice of Vacancies in the Daily Pilot. FISCAL IMPACT: There is no fiscal impact related to this item. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
