Sinacori, Assistant City Engineer - 949-644-3342, msinacori@newportbeachca.gov TITLE: Via Lido Sewer Main Lining — Award of Contract No. 9438-1 ABSTRACT: The City of Newport Beach received construction bids for the Via Lido Sewer Main Lining project. Staff requests City Council approval to award the construction contract to Insituform, LLC. of Chesterfield, Missouri. This project will install 520 lineal feet of cured - in -place pipe within the existing 15-inch sewer pipeline along Via Lido between Newport Boulevard and Via Oporto. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 9438-1 to Insituform, LLC. for the total bid price of $333,439.00 for the Via Lido Sewer Main Lining project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $50,000.00 (approximately 15 percent of the total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The proposed project includes furnishing and installing 520 lineal feet of water cured -in - place pipe within the existing 15-inch sewer pipeline along Via Lido between Newport Boulevard and Via Oporto. The work includes providing and setting up traffic control, providing and running the sewer bypass system, performing pre and post CCTV inspection, cleaning and inspecting the host pipe, liner installation and curing, removing excess resin, fabric and re-establishing sewer laterals and manhole openings. Via Lido Sewer Main Lining — Award of Contract No. 9438-1 June 24, 2025 Page 2 At 10 a.m. on June 24, 2025, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low Insituform, LLC. $ 333,439.00 2nd Vortex Services, LLC $ 456,640.00 3rd ZECO, Inc. $ 690,200.00 The City received three bids. The low bidder, Insituform, LLC., possesses a California State Contractor's License Classification "A", as required by the project specifications. A review of references for Insituform, LLC. shows satisfactory completion of similar contracts for the City and other municipalities. The low bid was 33% below the engineer's estimate of $500,000. All bid items were significantly lower than the engineer's estimate, which included mobilization, surveying and the liner installation. Pursuant to the contract specifications, the contractor will have 45 consecutive working days to complete the work. Work is scheduled to start in September, after the busy summer season ends. The project plans and specifications will be available for review at the June 24, 2025 City Council meeting or upon request. FISCAL IMPACT: The adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. Staff recommends establishing $50,000.00 (approximately 15 percent of the total bid) for contingency purposes and unforeseen conditions associated with construction. 11-2 Via Lido Sewer Main Lining — Award of Contract No. 9438-1 June 24, 2025 Page 3 ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15302(c), Class 2 (reconstruction of existing facility involving negligible or no expansion of capacity) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
