"The biggest challenge is tha we have limited police powers... We steer away from conducting traffic stops
as a sworn police officer would do, so our focus is mostly on conductingibrief consensual encounters with
boaters..."

"And furthermore, we're going to focus on staff training. So, as we move from just your traditional code
enforcement, things like property maintenance, ...codes, you know, sea lion deterrence and kind of focus more of
these specialized enforcement issues. We want to ensure that our staff, and not just the code enforcement officers
but every member of the department has the necessary training to effectively enforce these sections of the code
both the Title 17 as well as from harbors and navigation code, and California... regulations and a few other sections.
So we've developed an advanced training program for our staff. And I've listed just some of the courses that come
from the California POST, which is the peace officer's safety training division."

City Manager Dave Ziff said... he doesn't have financial figures yet but said it's
possible that the reassignment could cost more. This year, the second of a five-
year contract, the city paid the counter $ 1 ,000 for mooring administration.
