The City of Newport Beach will conduct the Zoning Administrator meeting via Zoom. As a member of the public, if you

The agenda will be posted at least seventy-two (72) hours in advance of each regular meeting and the public will be
allowed to comment on agenda items before the Zoning Administrator, as well as items not on the agenda but are
within the subject matter jurisdiction of the Zoning Administrator. The Zoning Administrator may limit public comments
to a reasonable amount of time, generally three (3) minutes per person.

Please Note: All mail or written communications (including email) from the public, residents, or applicants regarding an
agenda item must be submitted by 12:00 p.m. on the business day immediately prior to the meeting. This allows time for
the Zoning Administrator to adequately consider the submitted correspondence. Comments can be emailed to
CDD@newportbeachca.gov, and all emails will be made part of the record.

APPEAL PERIOD: An appeal may be filed with the Director of Community Development or City Clerk, as applicable, within
fourteen (14) days following the date the action or decision was rendered unless a different period of time is specified
by the Municipal Code (e.g., Title 19 allows ten (10) day appeal period for tentative parcel and tract maps, lot line

Alvarado Residence Coastal Development Permit (PA2025-0034)
Site Location: 127 Shorecliff Road

Project Summary
A request for a coastal development permit (CDP) to allow the demolition of an
existing single-unit dwelling and construction of a two-story 5,025-square-foot
single-unit dwelling with an attached 701-square-foot three-car garage. The project
also includes the installation of landscaping, hardscaping, and site walls. The project
complies with all applicable development standards and no deviations are
requested. The CDP authorizes improvements within private property including
some portions within the public right of way, such as the front yard and driveway.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15303 under Class 3 (New Construction or Conversion of
Small Structures) of the CEQA Guidelines, California Code of Regulations, Title
14, Division 6, Chapter 3, because it has no potential to have a significant effect
on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Coastal
Development Permit No. PA2025-0034.
Christian Residential Condominiums Tentative Parcel Map and Coastal
Development Permit (PA2025-0086)
Site Location: 3601 Lake Avenue

Project Summary
A tentative parcel map and coastal development permit for two-unit condominium
purposes. A single-unit dwelling has been demolished to allow for a new
4,218-square-foot duplex with 999-square-feet of garage space that is currently
under construction. No waivers of Title 19 (Subdivisions) are proposed. The tentative
parcel map will allow each unit to be sold individually. A coastal development permit
is required because this property is in the coastal zone.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15315 under Class 15 (Minor Land Divisions) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving the Tentative

Gelato Del Mar Minor Use Permit (PA2025-0038)
Site Location: 226 Marine Avenue, Unit A

Project Summary
A minor use permit to allow a gelato shop (take-out service, fast casual) within an
existing two-story commercial building. The applicant is proposing minor
modifications to the interior of the building. No late hours (after 11:00 p.m.) or alcohol
service are proposed as a part of this application.
Recommended Action

2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA

Celine Facial Spa Minor Use Permit (PA2024-0233)
Site Location: 326 Marine Avenue, Suite A

Project Summary
A request for a minor use permit (MUP) to allow the operation of a facial spa
establishment within a 740 square-foot tenant space, in a mixed-use building. The
project includes minor tenant improvements to create a reception and waiting area,
three treatment rooms, and one restroom. The facial spa establishment will offer a
variety of facial hydration and rejuvenation services and ancillary botox services. The
hours of operation are proposed from 10:00 a.m. to 6:00 p.m., daily.
Recommended Action

2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,

CasaDami Café Minor Use Permit (PA2025-0076)

Project Summary
A request for a minor use permit (MUP) to upgrade an existing Type 41 (Beer and
Wine - Eating Place) Alcoholic Beverage Control (ABC) License to a Type 47
(On-Sale General - Eating Place) ABC License at an existing restaurant formerly
known as Cade Café and currently doing business as CasaDami Café. There are no
proposed changes to the floor plan and the hours of operation are proposed to
remain from 7:00 a.m. to 10:00 p.m., daily. If approved, this MUP (PA2025-0076) will
supersede the CUP filed as PA2024-0074.
Recommended Action
1.Conduct a public hearing;
2.Find this project exempt from the California Environmental Quality Act (CEQA)
pursuant to Section 15301 under Class 1 (Existing Facilities) of the CEQA
Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3,
because it has no potential to have a significant effect on the environment; and
3.Adopt Draft Zoning Administrator Resolution No. _ approving Minor Use Permit
No. PA2025-0076.
V.PUBLIC COMMENTS ON NON-AGENDA ITEMS
Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Zoning Administrator. Speakers must limit
comments to three (3) minutes. Before speaking, we invite, but do not require, you to state your
name for the record. The Zoning Administrator has the discretion to extend or shorten the
speakers’ time limit on agenda or non-agenda items, provided the time limit adjustment is
applied equally to all speakers. As a courtesy, please turn cell phones off or set them in the
silent mode.
