Attn: Rod Jeheber rajeheber@gmail.com Application No.  Coastal Development Permit No. CD2020-150 (PA2020-324) Address 920 East Balboa Boulevard Please be advised that after reviewing the subject application, your submittal has been deemed incomplete and further information is required before we are able to proceed with the application process. The following documentation is required to complete the application: 1. Property Development Standards. Please be advised, the project plans need additional information provided to determine if the proposed complies with all required property development standards identified in Newport Beach Municipal Code (NBMC) Chapter 21.30 (Property Development Standards). Reference the attached for a list of required corrections and revise plan set. Please see the Planning redline plan set as well, available for pick up at the Planning Counter at your convenience. 2. Bulkhead Conditions Report. a. Please have the preparer update the report to reflect the 10.65 feet NAVD88 minimum for the top of bulkhead wall, in accordance with the 75-year sea- level rise projection. b. The report states the existing bulkhead may need to be replaced beyond 10.6 feet NAVD. As the top of bulkhead must be 10.65 feet NAVD88, please revise report to establish whether or not construction of a new bulkhead is now required. c. Confirm existing top of wall (TOW) of the bulkhead. The topographic survey calls out TOW of bulkhead as 8.57, 8.59, and 8.61, but the report reports it at 8.54, which appears an elevation for the concrete patio. «HearingDATE» I:\Users\PLN\Shared\PA's\PAs - 2020\PA2020-324\PA2020-324_Incomplete Letter.docx Page 2 Please be advised the location of the bulkhead is outside the City’s Local Coastal Program’s jurisdiction and review and approval of the subject bulkhead modifications will be overseen by the California Coastal Commission. Contact planner to discuss requirements further. 3. Waiver of Future Protection. Please be aware, a Waiver of Future Protection will likely be required as a condition of approval for this project in accordance with Section 21.30.015(E)(5). This is a recorded agreement waiving any potential right to future protection devices to address threats from natural hazards for the economic life of the development. 4. Electronic Copy. Please provide an electronic copy of the above revised and requested materials on a CD-ROM upon resubmission. The project has been routed to the Building Division and Public Works for review and those comments will be forwarded to you once available. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
