NOTE: Before resubmitting, please schedule an appointment with the assigned Planner. The submittal cannot be accepted unless all required documents are provided, including the revised coastal hazards report. The following documentation is required to complete the application: 1. Property Development Standards. Please be advised, the project as designed does not comply with all required property development standards identified in Newport Beach Municipal Code (NBMC) Chapter 21.30 (Property Development Standards). Reference the attached correction sheet and redlined plan set for the required changes. Note some redline corrections from the fourth submittal were not addressed in this third plan submittal. a. Revise civil plans to provide illustrate required flood proofing (TC) for living areas to 10.65 feet NAVD88. Unaddressed. b. C.4. Remove encroaching wall that is identified as “existing to remain,” consistent with other civil and architectural sheets. (See attached.) Unaddressed. 2. Dewatering Proposal. Thank you for including the dewatering plans as part of this submittal. Please address the following corrections in the Dewatering Plan: I:\Users\PLN\Shared\PA's\PAs - 2020\PA2020-178\PA2020-178 Incomplete Letter_5.docx Page 2 a. Provide the maximum anticipated discharge flows at the beach area; b. Provide the minimum pipe depth of the proposed discharge line in the beach area; c. Detail how the pipe will be installed under the Ocean Front walk area; d. Identify how the project will minimize erosion at the discharge area. Past discharge pipes located at the surf line create large areas of erosion resulting in unsafe conditions. Explain how this will be mitigated.; e. Discharge operation will require 24-hour monitoring; f. Be advised the City does not approve dewatering plans prior to plan check. Coastal Commission. Prior to issuance of a building permit, the applicant shall obtain an approved Coastal Development Permit by the California Coastal Commission for the proposed discharge to the beach area. • The Coastal Commission has a separate application form and fee which must be submitted to them along with the City-approved set of plans and the completed Appendix B form. Please contact the Coastal Commission to obtain a copy of their required application and any information on their application process. Please be advised that applicants take on a risk filing for a building or grading permit before obtaining clearance from the Coastal Commission because there is no guarantee the Coastal Commission will approve a project as submitted. Furthermore, additional fees for reviewing changed plans may be required and the City is not liable for any additional costs incurred. • Prior to issuance of a building permit, the applicant shall obtain final approval of the dewatering plan from the Regional Water Quality Control Board. 3. Coastal Hazards Report. Unaddressed. Update the coastal hazards report to analyze impacts from the proposed dewatering. The latest coastal hazards report states that no dewatering is proposed, which is inconsistent with the latest project design that proposes dewatering. 4. Electronic Copy. Please provide all submitted and revised applications materials in an electronic form (email, DropBox, CD, etc.) USBs are not accepted. Please note: New information and/or plans may be subject to additional corrections. Upon verification of completion, the application will be processed and scheduled for a Zoning Administrator Hearing.
