Please be advised that after reviewing the subject application, your submittal has been
deemed incomplete and further information is required before we are able to proceed
with the application process:
1. Master Conditional Use Permit. The property at 20281 Birch Street (DW2R) on site
has a similar active application on file with the City requesting a waiver of parking. It
is strongly recommended that these two requests be reviewed as one application.
Please coordinate with the 20281 Birch Street Applicant (DW2R) and the
homeowners association to consolidate the project. This is also an opportunity to
identify any other medical tenants that are operating without permits.
2. Parking Study. Revise parking study to use information from 2018 as a basis for the
parking analysis. Parking data from 2020 cannot be accepted to due to atypical
conditions. Provide all back up documentation of the 2018 parking study. Include the
20281 Birch Street suite (DWR2) requesting the parking waiver on Table 1 and
update report and parking information accordingly. Confirm size of the suite as the
subject application reports a gross area of 1,311 square feet and the parking study
states 1,521 square feet. The parking study layout differs from GIS 2020 aerials and
needs to be revised with a parking layout consistent with that currently on-site. See
redline in parking study for more information.
3. Project Plans. Please revised the project plans to address the following:
a. List and describe scope of work, including 20281 Birch Street.
b. Provide basic building data (zoning, occupancy, existing square footages, lot
information and brief legal description, etc.)
c. The parking layout as shown is inconsistent with 2020 GIS aerial photos.
Please confirm and address the parking layout discrepancy. Parking data
must reflect most up-to-date conditions.
d. List existing parking count and the parking spaces required with both the uses.

e. Site Plan. Call out the project location on the second floor of Suite 201 and
call out area of work for 20281 Birch Street, too.
f. Provide existing floor plans illustrating the uses and sizes of each room.
Provide a demolition plan as well, if applicable.
g. See additional redline corrections and clarifications on the plan set, which is
available for pick up at City Hall at your convenience.
4. Fair Share Fee. Please be advised the project is subject to fair share fees in
compliance with NBMC Chapter 15.38 Fair Share Traffic Contribution Ordinance.
The current medical rate is $10.154 per square foot of medical office. Credit is given
for the existing use. Assuming an existing general office, the credit would be $2.933
per square foot. So the net project fair share fee would be approximately $7.221 per
square foot ($10.154 – $2.933). This number will be confirmed by the Public Works
Department. The fair share fee must be paid prior to building permit issuance and will
be added as a condition of approval to the project. See attached fair share table.
5. Building Division Conditions of Approval.
a. An accessible path of travel shall be provided from the public right of way and
parking area to the subject suite.
b. The suite shall provide accessible restrooms.
6. Electronic Copy. Please provide all resubmitted materials in electronic format (i.e.,
CD-ROM or email). A USB flash drive is no longer acceptable.
Please note any new information may be subject to further corrections. Upon verification
of completion, the application will be processed and scheduled for a Planning
Commission Hearing. Should you have any questions regarding submittal requirements,
