TITLE: Irrigation Controller Replacement Phase 2 — Notice of Completion for
Contract No. 9735-1 (25P02)
ABSTRACT:
On March 25, 2025, the City Council awarded Contract No. 9735-1 for Irrigation Controller
Replacement Phase 2 to EMTS, Inc. of Clovis. This involved upgrading irrigation
controllers at various locations in the city. The work is now complete and staff requests
City Council acceptance and close out of the contract.
RECOMMENDATION:
a) Accept the completed work and authorize the City Clerk to file a Notice of Completion
for the project.

This project installed 37 weather -based automated irrigation controllers at various
locations (Attachment A), which will increase irrigation effectiveness while also reducing
water use and costs.
The contracted work has been completed to the satisfaction of the Public Works
Department. A summary of the construction cost is as follows:

The allowed contract time was 120 business days to account for potential issues such as
supply chain delays, but the supplier and distributor had the necessary materials in
advance and completed installation ahead of schedule.
FISCAL IMPACT:
The Irrigation Controller Replacement Phase 2 Project was funded as part of the Fiscal
Year 2024-25 Capital Improvement Program budget, with funds provided from the Parks
Maintenance Master Plan (PMMP). Funds for the construction contract were expended
from the following accounts:

Total: $ 480,202.74
The PMMP includes a comprehensive condition assessment of all City of Newport Beach
parks and prioritizes funding for capital repairs and major maintenance projects to keep
City parks in good condition. The PMMP account is funded through the General Fund.
ENVIRONMENTAL REVIEW:
On March 25, 2025, the City Council found this project exempt from the California
Environmental Quality Act (CEQA) pursuant to Class 1 Section 15301(d) (rehabilitation of
deteriorated facilities involving no expansion of existing use) of the CEQA Guidelines,
California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a
significant effect on the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
