History of the Fire Hazard Severity Zone Maps SAFETY SERVICE PROFESSIONALISM
• Assembly Bill 337 (1992):
• Prompted by the devastating Oakland Hills fire of 1991, charged CalFire with evaluating Fire Hazard
Severity Zones in Local Responsibility Areas (LRA).
• Maps were completed in 2007 and mapped the Very High Fire Hazard Severity Zone in the LRA.
• Assembly Bill 642 (2021): requires CalFire to identify Moderate and High FHSZ in the LRA.
• Senate Bill 63 (2021):
• SB 63 now mandates the adoption of all three Fire Hazard Severity Zone (FHSZ) classifications —Moderate,
High, and Very High —within Local Responsibility Areas (LRAs).
• What AB 211 (2022):
• Expands this requirement: local agencies must now also adopt Moderate and High Fire Hazard Severity
Zones within 120 days of SFM recommendations.
• Allows local agencies to add areas to Moderate and High zones but not reduce the severity level
assigned by the SFM.

• CAL FIRE used the best
available science and data to
develop, and field test a
model that served as the basis
of zone assignments. The
model evaluated the
probability of the area burning
and potential fire behavior in
the area.
• Factors: fire history, vegetation,
flame length, blowing embers,
proximity to wildland, terrain,
and weather
• NBFD had the LRA maps
posted online for public review
from March 25, 2025, to June
13, 2025.
