I reached out to Lisa Sandoval today. Unfortunately Regulatory is not become involved with
encroachment permits/licenses. We issue authorizations for discharges of fill into waters of the U.S. or
work in Navigable Waters.

Hi Gerry,
Thank you for the response. This is for a deck encroachment into the Semenik Slough in Newport Beach
(see image).
I have also attached various documentation from over the years that the new owner has received from
the Army Corps. Within the License, Item No. 14 states that "upon the expiration of this license or any
transfer, conveyance or assignment, all new owner(s) of the property subject to this license shall apply
to the Secretary for a new license."
The new owner and architect of the project have been trying to reach someone at Army Corps. The

I was asked by my colleague below, David Lee (copied) to see if I could forward the message along
concerning a deck encroachment project at 237 Canal. Since I know you well, I offered to help bridge
the gap. (I am assuming this falls within your camp because it is in Newport Beach, though not in
Newport Harbor.)
Could you please reach out to staff about the status of this project request, and also to ask them to
follow up with the applicant mentioned below?
I am unfamiliar with the project, and wouldn’t need to be kept in the loop going forward. But, David Lee
should be.

After one month of trying, he got a response from Lisa Sandoval saying she would look into it and follow
up. It’s been almost one month since then and they are getting desperate for contact.
