Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Tom Sandefur, Assistant City Engineer - 949-644-3321, tandefur@newportbeachca.gov TITLE: Fiscal Year 2024-2025 Restroom Rehabilitation Phase 2 - Notice of Completion for Contract No. 8905-3 (24F02) ABSTRACT: On November 19, 2024, the City Council awarded Contract No. 8905-3 for the Fiscal Year 2024-2025 Restroom Rehabilitation Phase 2 project to Empire Design & Build LLC. The project involved rehabilitating four restrooms located at Washington Street, the Balboa Ferry, 38t" Street Park, and Irvine Terrace Park with new plumbing fixtures, flooring, doors and roof systems. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. Work included the installation of new roof systems, new plumbing fixtures, updates to meet American with Disabilities Act (ADA) standards, and installation of new doors and gates with automatic locking systems at all entrances. The contracted work has been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: 14-1 Fiscal Year 2024-2025 Restroom Rehabilitation Phase 2 — Notice of Completion for Contract No. 8905-3 (24F02) July 22, 2025 Page 2 Original bid amount: $ 920,000.00 Actual Cost of Bid Items Constructed: $ 920,000.00 Total Change Orders: $ 101,207.87 Final contract cost: $ 1,021,207.87 The final total contract amount was $1,021,207.87, which is approximately 11 % more than the original bid amount. Four contract change orders were necessary. The additional work included modifying the roof at Irvine Terrace to save existing trees, replacing rotten wood members discovered during demolition at Washington Street and Irvine Terrace Park, installing two new sewer cleanouts at 38t" Street Park to allow for easier maintenance, providing additional portable restroom facilities and increasing the servicing of the portable restrooms to daily (including weekends) at Washington Street due to very high use. Funds for the construction contract were expended from the Facilities Maintenance Master Plan (General Fund) in the following accounts: Account Description Account Number Amount Facilities Maintenance Master Plan 57101-980000-19F02 $ 500.00 Facilities Maintenance Master Plan 57101-980000-24F02 $ 650,861.43 Facilities Maintenance Master Plan 57101-980000-25F02 $ 369,846.44 Total: $ 1,021,207.87 ENVIRONMENTAL REVIEW: On November 19, 2024, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301(c), Class 1 (rehabilitation of deteriorated facilities) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
