TITLE: FY 2024-25 Annual District Discretionary Grant Report and the
Grants and Donations Report for the Quarter Ending June 30, 2025
ABSTRACT:
Pursuant to City Council policy, this report provides information regarding grants and
donations. City Council Policy A-12, (Discretionary Grants), requires annual reporting to
the City Council. City Council Policy F-3, (Budget Adoption and Administration), requires
quarterly reporting to the City Council of any grants or donations accepted by the
City Manager.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Receive and file.
DISCUSSION:
City Council Policy A-12 allows the City Council to, at any time during the year, direct
funds toward worthy projects or programs which the City Council deems beneficial to
Newport Beach residents' quality of life. The Fiscal Year 2024-25 funding level for District
Discretionary Grants was $6,000 per district for a total of $42,000. Council members
allocated a total of $36,466.66 for uses, projects or community entities that benefited the
City of Newport Beach as a whole or a Councilmember's district specifically. The
Fiscal Year 2024-25 District Discretionary Grant Report is included as Attachment A.
Per City Council Policy F-3, the City Council must be formally notified of all accepted
grants or donations on a quarterly basis by way of a "receive and file" report. During the
quarter ending June 30, 2025, the City Manager accepted $47,009.25 in grants and
donations. Information about the grants accepted is provided on page 2 of the report.

FISCAL IMPACT:
There is no fiscal impact related to this item. Funds for the District Discretionary Grants
were included in the Fiscal Year 2024-25 budget and grants or donations accepted by the
City Manager were included in the budget via City Manager approved budget
amendments.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
