The General Plan Update Steering Committee meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act
requires that the General Plan Update Steering Committee agenda be posted at least seventy-two (72) hours in advance of each
regular meeting and that the public be allowed to comment on agenda items before the Committee and items not on the agenda
but are within the subject matter jurisdiction of the General Plan Update Steering Committee. The Chair may limit public
comments to a reasonable amount of time, generally three (3) minutes per person.
Please Note: You can submit your questions and comments in writing for the General Plan Update Steering Committee to consider
by mailing or delivering them to the City of Newport Beach General Plan Update Steering Committee at 100 Civic Center Drive,
Newport Beach, CA, 92660. Alternatively, you can send them by electronic mail at GPupdate@newportbeachca.gov. In order to
ensure adequate time to review comments, please submit any written comments no later than 5:00 p.m. on Wednesday in order to
give the Committee adequate time to review your submission.
The City of Newport Beach’s goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a
participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate
you in every reasonable manner. Please contact Jaime Murillo, Deputy Community Development Director, at least forty-eight (48)
hours prior to the meeting to inform us of your particular needs and to determine if accommodation is feasible at (949) 644-3200 or

Any presentation requiring the use of the City of Newport Beach’s equipment must be submitted to the Community Development

Public comments are invited on agenda and non-agenda items generally considered to be
within the subject matter jurisdiction of the Committee. Speakers must limit comments to three
(3) minutes. Before speaking, we invite, but do not require, you to state your name for the
record. The Committee has the discretion to extend or shorten the speakers’ time limit on
agenda or non-agenda items, provided the time limit adjustment is applied equally to all
speakers. As a courtesy, please turn cell phones off or set them in the silent mode.
(This item includes written correspondence received that is not related to items on the
agenda.)
IV.CURRENT BUSINESS
Review of GPAC’s Meeting on July 2, 2025 (Attachments 1 and 2 - Draft
Recreation Element and Draft Natural Resources Element)
a.
The GPAC Recreation/Natural Resources Subcommittee met on May 15, 2025,
to review the draft Elements. At the conclusion of the Subcommittee’s meeting,
those in attendance agreed to allow City staff to make some small revisions and
to share the Elements with the full GPAC for consideration. The Draft Recreation
Element and Draft Natural Resources Elements were shared with the GPAC at its
meeting on July 2, 2025. By a unanimous vote of the GPAC members in
attendance, both drafts were supported with revisions to move on for the
GPUSC’s review and concurrence with the GPAC’s work. Attachments 2 and 3
include responsive revisions to the GPAC’s input as redline-strikeout edits.
Recommended Actions:
1. Provide any feedback on the GPAC's efforts; and
2. Receive and file Attachments 2 and 3 to express concurrence with the GPAC's
actions.
Placing a Matter Regarding Language Used in the General Plan Update on
the GPAC’s Agenda
b.
With the GPAC’s review and shaping of each individual General Plan Element,
“softer” language has been suggested throughout using words like “reasonable”
and phrases like “to the extent necessary.” Given the frequency of such
suggestions, it may be worthwhile to place the matter on the GPAC’s agenda for
a broader consideration.
Recommended Action:
1. Discuss and conduct a straw poll to place this matter on the upcoming GPAC
agenda for August or soon thereafter.
