Placing a Matter Regarding Language Used in the General Plan Update on the GPAC’s Agenda I am not entirely sure why the GPAC needs the GPUSC’s blessing to put a matter on its agenda for discussion, but I fully support inviting someone from the City Attorney’s Office to have an opportunity, on a future GPAC agenda, to discuss with GPAC members the significance of the language used in a general plan. I think this should be put in the broader context of the extent to which general plan goals and policies are regarded as aspirational versus regulatory, as well as what, if any, language in general plans has led to litigation in the past. The GPAC members should have an opportunity to ask how best to express the things they strongly want to happen and how to differentiate those from things they only hope might happen. I think a live back-and-forth on these topics would be much better than a memo on the subject.
