Webb, Public Works Director - 949-644-3311, dawebb@newportbeachca.gov PREPARED BY: Kevin Riley, Principal Civil Engineer - 949-644-3329, kriley@newportbeachca.gov TITLE: FY 2024-25 Traffic Signal Rehabilitation Project — Award of Contract No. 9718-1 ABSTRACT: The City of Newport Beach received construction bids for the Fiscal Year 2024-25 Traffic Signal Rehabilitation Project. Staff requests City Council approval to award the construction contract to Elecnor Belco Electric, Inc. of Chino. This project will update four existing signalized intersections at Von North and Campus Drive, Bristol Street Road and Santa Rosa Drive. RECOMMENDATIONS: Karman Avenue and Birch Street, Bristol Street North and Birch Street, and San Joaquin Hills a) Determine this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because this action will not result in a physical change to the environment, directly or indirectly; b) Approve the project plans and specifications; c) Award Contract No. 9718-1 to Elecnor Belco Electric, Inc. for the total bid price of $1,192,100 for the FY 2024-25 Traffic Signal Rehabilitation Project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $120,000 (approximately 10% of total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: The Public Works Department operates 123 City -owned traffic signals. Annually, a plan is developed to replace and rehabilitate older traffic signals that are nearing or at the end of their service life. The work consists of replacing aging poles, controller cabinets, equipment, and wiring to maintain the existing traffic signal operation and increase the reliability of the traffic signal system. 10-1 FY 2024-25 Traffic Signal Rehabilitation Project — Award of Contract No. 9718-1 June 24, 2025 Page 2 For this budget year, the project consists of the following four locations: • Von Karman Avenue at Birch Street • Bristol Street North at Campus Drive • Bristol Street North at Birch Street • San Joaquin Hills Road at Santa Rosa Drive At 10 a.m. on June 5, 2025, the City Clerk opened and read the following bids for this project: RANK BIDDER TOTAL BID AMOUNT Low Elecnor Belco Electric, Inc. $1,192,100.00 2nd International Line Builders, Inc. dba ILB Electric $1,377,807.00 3rd PTM General Engineering Services, Inc. $1,510,015.00 4th Select Electric Inc. $1,575,000.00 5th Crosstown Electrical & Data, Inc. $1,596,629.00 6th Ferreira Construction Co., Inc. dba Ferreira Coastal Construction $1,695,673.00 7th DBX, Inc. $1,745,400.00 8th California Professional Engineering, Inc. $1,856.356.63 The City received eight bids. The low bidder, Elecnor Belco Electric, Inc., possesses a California State Contractors License Classification "C-10" as required by the project specifications. The contractor has successfully completed similar projects within Newport Beach and a check of the contractor's references indicates satisfactory completion of similar projects for other public agencies. The FY 2024-25 Traffic Signal Rehabilitation project low bid amount is 7% above the engineer's estimate of $1,110,000. Pursuant to the contract documents, Elecnor Belco Electric, Inc. will have 100 consecutive working days to complete the project. The project plans and specifications will be available for review at the June 24, 2025, City Council meeting or upon request. FISCAL IMPACT: The adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this action exempt from the California Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
