Dear Freedom Escrow,
The above dock was inspected by the City of Newport Beach at the property
mentioned above.
We cannot transfer the pier permit until the following deficiencies have been
corrected and the property has been re -inspected:
1. It needs a new testable Backflow Prevention Device installed (please see diagram).
The Newport Beach City Municipal Code 17.60.030 states:
CA. Prior to the transfer of an annual pier permit, all harbor structures
shall be inspected for compliance with the City's minimum plumbing,
electrical and structural requirements, and the conditions of the existing

the permit. A fee will be charged for this inspection, established by
Resolution of the City Council.
Please call 949-644-3044 to request a reinspection. Once the property has

BACKFLOW PREVENTION DEVICE
(REDUCED PRESSURE PRINCIPLE ASSEMBLIES)
In accordance with Title 17 of the California Administrative Code, all piers and docks must have
an approved backflow prevention device installed on the water supply line serving that pier or
dock. The purpose of the device is to protect the domestic water system from being
contaminated by seawater or by "used" water from boat holding tanks. It is also required that
this device be tested annually.
You are therefore, required to install an approved Reduced Pressure Principle Backflow Device
downstream of the water meter, landward of the bulkhead or hide tide line. The size of the
device should match the size of the supply line, typically 3/" or 1" but sometimes larger.
As soon as the installation has been completed, please contact the Harbor Resources Division at
949-644-3044 for reinspection.
