Heirs want to sell the house, and tried to transfer both pier permits.
New owners are Shea. Morrissey is the trustees of Shea.
$1 million in escrow to rectify this matter.
Client chose to have the joint shared permit transferred.

Sherman then filed the appeal.
Appeal might get granted, but not be therefore something they could rely upon in the future.

Shared pier is fully improved with sidewalk and is accessible to him now.
His plan for the 322 pier is to rebuild, but build in an accessible manner for himself. Mechanical life to the boat etc.
Would like both piers accessible to him.
Would agree to a consolidated hearing.
