Sinacori, Assistant City Engineer - 949-644-3342, msinacori@newportbeachca.gov TITLE: Ford Road Wastewater Pump Station Improvement Notice of Completion for Contract No. 7731-2 (23SO4) ABSTRACT: On August 22, 2023, the City Council awarded Contract No. 7731-2 for the Ford Road Wastewater Pump Station Improvement Project to Paulus Engineering, Inc. The project removed the existing 48-inch wet well, installed a new 96-inch wet well and backup generator and appurtenances, and replaced concrete, including curb and gutter. The work is now complete and staff requests City Council acceptance and close out of the contract. RECOMMENDATION: a) Accept the completed work and authorize the City Clerk to file a Notice of Completion for the project. DISCUSSION: Overall Contract Cost/Time Summary Awarded Contract Final Total Contract Total Contract Percent Contract Amount Amount Change Amount Cost Change $799,700 $848,787 $49,087 6.1 % Allowed Contract Time + Approved 84 Actual Time Used (Days) 84 Extensions (Days) _ This project installed a new 96-inch diameter wet well, pipes between the wet well and dry pit, a backup generator, an automatic transfer switch, a water line and backflow assembly, and a gas line; relocated a vent; added a retaining wall, and replaced concrete improvements, including curb and gutter. 18-1 Ford Road Wastewater Pump Station Improvement Notice of Completion for Contract No. 7731-2 (23SO4) August 26, 2025 Page 2 The contracted work has been completed to the satisfaction of the Public Works Department. A summary of the construction cost is as follows: Original Bid Amount: $ 799,700 Actual Cost of Bid Items Constructed: $ 782,527 Total Change Orders: $ 66,260 Final Contract Cost: $848,787 The total contract amount was $848,787, which was approximately 6.1 % higher than the original bid amount. This cost increase was primarily due to changing the type of pipe between the wet well and dry pit, additional concrete required, and reimbursing the contractor for paying SoCal Gas on behalf of the City of Newport Beach. In addition, portions of the gas fuel lines to the generator were relocated and protected at the request of SoCal Gas. A summary of the project schedule milestones is as follows: Estimated Start of Construction per Annual Baseline Schedule April 1, 2024 Actual Start of Construction Per Notice to Proceed July 29, 2024 Estimated Completion per Annual Baseline Schedule May 23, 2025 Substantial Completion Date Inclusive of Extra Work November 21, 2024 Although this project was awarded in August 2023, there was a year -long procurement period for the wet well and generator. The wet well was installed in August 2024, and the generator was installed in November 2024. Coordination with SoCal Gas introduced new requirements into the project and the installation of the new gas meter was not completed until December 2024. Final turnover of the project involved several rounds of testing and coordination with the contractor, electrical subcontractors, and SoCal Gas, and was not fully completed until July 2025. A portion of the gas line and gas regulator had to be upsized and relocated, which contributed to the extended completion time and extra cost. The work is now complete. The pump station is operating as planned and has been released to the Utilities Department for operation and maintenance. FISCAL IMPACT: The Ford Road Wastewater Pump Station Improvement was included within the Fiscal Year 2023-24 Capital Improvement Program Budget. The Wastewater Enterprise Fund generates revenue primarily through sewer rates collected by service users. Funds for the construction contract were expended from the following account(s)- Account Description Account Number Amount Sewer Capital 71201-980000-21 SO4 $ 561,634.88 Sewer Capital 71201-980000-23SO4 $ 287,152.12 Total: $ 848,787.00 18-2 Ford Road Wastewater Pump Station Improvement Notice of Completion for Contract No. 7731-2 (23SO4) August 26, 2025 Page 3 ENVIRONMENTAL REVIEW: On August 22, 2023, the City Council found this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (b), Class 1 (maintenance of existing public facilities used to provide sewerage) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
