TITLE: Purchase of Police Department Patrol Vehicles
ABSTRACT:
The Police Department seeks City Council approval for the purchase of 11 patrol vehicles
at a total cost of $664,964.91. The purchase would be made using Sourcewell
cooperative pricing from National Auto Fleet Group (NAFG) under Sourcewell Contract
091521-NAF. This purchase is in accordance with the department's annual vehicle
replacement plan. The patrol vehicles scheduled for replacement meet the time, mileage
and condition replacement criteria of City Council Policy F-9.
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA)
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA Guidelines because
this action will not result in a physical change to the environment, directly or indirectly;
and
b) Approve the purchase of six (6) black -and -white Ford Explorer police patrol vehicles,
one (1) all -black Ford Explorer police patrol vehicle and four (4) black -and -white Ford
F-150 police patrol trucks from the National Auto Fleet Group of Watsonville using
Sourcewell cooperative pricing and authorize the City Manager to execute a purchase
order in the amount of $664,964.91.
DISCUSSION:
The Police Department operates 29 patrol SUVs (Explorers or Durangos), configured as
standard black -and -white, unmarked and K9 vehicles. In accordance with City Council
Policy F-9, patrol vehicles are on a four-year/75,000-mile replacement cycle and three
vehicles are budgeted for replacement in the current fiscal year.
In prior years, many police departments had problems procuring Ford Explorers due to
supply chain issues. Last fiscal year, the Newport Beach Police Department purchased
Dodge Durangos as an alternative solution. So far, the Durangos have been working well,
however, they do not have a long history of reliability. Ford Explorers are available again
and have a proven history of reliability. Additionally, purchasing six black -and -white Ford
Explorers allows the department to reuse some interior components which will save costs
with upfitting.

The purchase cost per black -and -white Ford Explorer patrol vehicle is shown in the table
below:

In December 2024, the department increased the number of dedicated Homeless Liaison
Officers (HLOs) from one to four. The HLOs work overlapping shifts and the purchase of
one all -black Ford Explorer Interceptor is essential to support the operational
effectiveness of the three additional HLO positions. As these officers engage in proactive
outreach, transportation, and crisis response across a wide geographic area, the
dedicated vehicle will enhance their mobility and ability to respond quickly to emerging
needs.
The all -black Ford Explorer Interceptor, equipped for public safety use, ensures both
officer safety and professional presence during interactions with vulnerable populations.
This investment supports the City of Newport Beach's commitment to addressing
homelessness through coordinated, field -based efforts and ensures that HLOs have the
resources necessary to operate efficiently and effectively in their expanded roles.
The purchase cost for the all -black Ford Explorer vehicle is shown in the table below:

To effectively patrol the beaches of Newport Beach, the Police Department employs the
use of black -and -white, four-wheel drive, Ford F-150 Responder pickup trucks. In addition
to routine patrol and enforcement operations, the four-wheel drive capabilities of the
trucks allow officers to quickly respond to emergencies on the sand, as well assist Fire
Department personnel with transportation of personnel and patients to/from the
sand/waterline in the event the Lifeguard Operations Division is unavailable to provide
assistance.
The purchase cost per black -and -white Ford F150 patrol truck is shown in the table below:

FISCAL IMPACT:
The adopted budget includes sufficient funding for this purchase. It will be expensed to
the rolling equipment account in the Police Department, 75304-911016.

ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Sections 15060(c)(2) (the activity will not
result in a direct or reasonably foreseeable indirect physical change in the environment)
and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA
Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in physical change to the environment, directly or indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
