HomeMy WebLinkAbout2025-62 - Authorizing the Use of the City's Official Seal as Part of a Collaboration with Hoag Hospital to Wrap a City Fire Department Ambulance with Pinktober Wrap in Support of Breast Cancer Awareness MonthRESOLUTION NO. 2025-62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH, CALIFORNIA, AUTHORIZING THE USE OF THE CITY'S OFFICIAL SEAL AS PART OF A COLLABORATION WITH HOAG HOSPITAL TO WRAP A CITY FIRE DEPARTMENT AMBULANCE WITH PINKTOBER WRAP IN SUPPORT OF BREAST CANCER AWARENESS MONTH WHEREAS, the American Cancer Society, in partnership with corporate healthcare organizations, launched Breast Cancer Awareness Month in October of 1985 to promote mammograms as a primary means of detecting breast cancer; WHEREAS, Breast Cancer Awareness Month, observed annually in October, has grown into an internationally recognized health campaign supported by major global breast cancer charities and health organizations, and is commonly referred to as "Pinktober", WHEREAS, Breast Cancer Awareness Month aims to raise public awareness of breast cancer, including its devastating impact on individuals and families, as well as to highlight advancements in early detection, treatment and technology; WHEREAS, Hoag Memorial Hospital Presbyterian ("Hoag") a premier, nationally recognized healthcare organization, has offered to partner with the City of Newport Beach ("City") to promote Breast Cancer Awareness Month by wrapping a City Fire Department ambulance in the signature pink color associated with Pinktober; WHEREAS, Newport Beach Municipal Code section 1.16.050 states that the official seal of the City shall only be used for the official business of the City of Newport Beach, its City Council, boards and commissions, committees, officers, or departments, unless otherwise approved by ordinance or resolution of the City Council; and WHEREAS, the City Council desires to promote public health, safety, and general welfare by partnering with Hoag in support of Breast Cancer Awareness Month through the acceptance of Hoag's offer to wrap a City ambulance with Pinktober-themed graphics. NOW, THEREFORE, the City Council of the City of Newport Beach resolves as follows.. Section 1: The City Council hereby authorizes the use of the official seal of the City of Newport Beach in connection with the City's partnership with Hoag Memorial Resolution No. 2025-62 Page 2 of 3 Hospital Presbyterian for Breast Cancer Awareness Month, October 2025. This includes acceptance of Hoag's offer to wrap a Newport Beach Fire Department ambulance with Pinktober-themed graphics. The final design of the wrap shall be subject to approval by the Fire Chief or his designee. Section 2: The recitals provided in this resolution are true and correct and are incorporated into the operative part of this resolution. Section 3: If any section, subsection, sentence, clause or phrase of this resolution is, for any reason, held to be invalid or unconstitutional, such decision shall not affect the validity or constitutionality of the remaining portions of this resolution. The City Council hereby declares that it would have passed this resolution, and each section, subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be declared invalid or unconstitutional. Section 4: The City Council finds the adoption of this resolution is not subject to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Resolution No. 2025-62 Page 3 of 3 Section 5: This resolution shall take effect immediately upon its adoption by the City Council, and the City Clerk shall certify the vote adopting the resolution.
