Mayor Stapleton and City Council Members, It has been brought to my attention that the City Council will be considering the adoption of Ordinance No. 2025-31 and Resolution No. 2025-64 at tonight's City Council meeting which are related to smoke shop regulations within the city of Newport Beach which would protect children from operators of smoke shops who have been selling nitrous oxide, flavored tobacco products, kratom, and other illegal substances. I support and encourage the passage of both of these items which would stop these type of smoke shop activities in interest of public health and safety of the youth and residents of Newport Beach. As a Corona del Mar resident, I take daily walks along Ocean Blvd. and Big Corona. Almost daily I see empty nitrous oxide cartridges in the gutters, at Lookout Point, and along the beach and walkway adjacent to the harbor. It is obvious this is serious problem here in Corona Del Mar and I'm sure it is much worse on the peninsula and West Newport areas. Please protect the city's youth by adopting Ordinance No 2025-31 which will enable the city to put an Urgency Ordinance for Moratorium into effect and begin to stop the spread of these smoke shop businesses which are proliferating in the city. Initiating amendments to Title 20 and 21 will further strengthen the city and law enforcement ability to stop tobacco and smoke shops from illegal activities that are endangering our youth and residents. Please consider this email as my full support for your work to limit the reach of smoke shops through tighter municipal codes. Most of these shops have become nothing but trouble for our residents, attracting behavior that has been anything but neighborly. Even worse is their reach to minors through tobacco products and more. Thank you for considering ways to limit these establishments in our City and to discourage them from being here at all. Honorable Council Members, Your Council is considering the adoption of a package of regulations and protections for children from smoke shop operators. I strongly oppose those who exploit and target children by selling nitrous oxide, flavored tobacco products, kratom, and illegal substances. I strongly support your urgent consideration of regulatory ordinances, as well as a moratorium, on certain smoke shop activities of that nature. Such action is needed as part of health and safety concerns for the youth and residents of Newport Beach. Please include my support for the establishment of sound regulations and procedures to provide prudent oversight for these types of businesses, in your deliberations on the topic.
