On the Agenda: October 14 City Council Meeting
The next meeting of the Newport Beach City Council will be on Tuesday, October 14 at 4 p.m. The full agenda is available here.
Agenda items include:
• A study session discussing possible traffic calming and public safety measures in the Bayview Heights
neighborhood. Staff will update the City Council on traffic study results and related neighborhood petitions.
• A resolution that would create a Newport Beach Police Headquarters Assessment Committee to study the future
relocation of the NBPD's central operations facility.
• A contract award for maintenance dredging of the the Balboa Yacht Basin. City staff is proposing a dredging project
at the Balboa Yacht Basin that would coincide with a larger, harbor dredging project set to begin this fall. Both
projects would take advantage of a unique sediment disposal opportunity at the Port of Long Beach.
• An ordinance amending the City's zoning and coastal development codes to align with recent California Coastal
Commission action related to the Special Flood Hazard Area (VE) Overlay. The VE Overlay applies to 166 coastal
properties designated by FEMA as being within a high -risk flood zone. These changes would help ensure
consistency between the City's local coastal program and zoning code while maintaining compliance with State
coastal and flood management standards.
• Consideration of an appeal regarding a proposed renewable natural gas facility at the closed Coyote Canyon
Landfill. The project would convert landfill gas into clean energy for the regional utility system. An appeal was filed
citing environmental concerns. The Council will decide whether to uphold approval by the City's Planning
Commission, which determined that the project meets State environmental standards with mitigation measures in
place.
• Appointment of Lena Shumway as Newport Beach's next city clerk. Shumway brings more than 15 years of
experience in municipal administration and clerk services. She currently serves as city clerk and director of
administrative services for the City of Commerce, where she oversees council and commission support, customer
service, public information and records management. Her previous experience includes roles with the cities of
Lomita and Fernley, Nevada. Shumway holds a master's degree in political science with an emphasis on public
administration and is a certified Master Municipal Clerk through the International Institute of Municipal Clerks. If
approved, her appointment would take effect October 20.
