TITLE: Resolution No. 2025-65: Creating the Newport Beach Police
Headquarters Assessment Committee
ABSTRACT:
For the City Council's consideration is the adoption of a resolution to create the
Newport Beach Police Headquarters Assessment Committee (Committee). The
Committee, consisting of three Councilmembers and four resident members, will evaluate
potential sites and assess the feasibility, costs and conceptual design for a new station
headquarters for the Newport Beach Police Department (NBPD).
RECOMMENDATIONS:
a) Determine this action is exempt from the California Environmental Quality Act (CEQA
pursuant to Sections 15060(c)(2) and 15060(c)(3) of the CEQA guidelines because
this action will not result in a direct or indirect physical change to the environment; and
b) Adopt Resolution No. 2025-65, A Resolution of the City Council of the City of Newport
Beach, California, Creating the Newport Beach Police Headquarters Assessment
Committee.
DISCUSSION:
On September 23, 2025, the City Council unanimously supported an A-1 item introduced by
Mayor Stapleton to initiate a comprehensive evaluation of potential sites and the feasibility,
cost and design considerations for a new NBPD station headquarters. The action responds
to long-term facility needs at the current headquarters (870 Santa Barbara Drive), which was
constructed in 1973 and now faces functional and capacity constraints related to modern
policing, training, technology and community service demands.
A recent use survey and needs assessment, prepared at the direction of the Public Works
Department, indicates the existing headquarters totals approximately 49,284 gross square
feet, while a replacement facility should be at least 73,000 square feet to accommodate
operational needs, including adequate Patrol Division space and an appropriately designed
firearms training and shooting range.

As outlined in the draft resolution establishing the Committee, it will function as an
ad hoc advisory body subject to the Brown Act. Its purpose is to evaluate suitable sites and
develop feasibility findings, conceptual programming, and high-level cost and delivery
recommendations for the City Council's consideration.
The Committee will be composed of three City Councilmembers and four resident members.
Details related to member terms, qualifications and responsibilities are defined in the
resolution and its incorporated attachment.
Upon the City Council adoption of the resolution, the City Clerk will issue the public
application notice for the four resident seats. Following the closure of the application period,
Mayor Stapleton will bring forward recommended appointments for confirmation by the
City Council. Once seated, the Committee will convene to finalize its work plan and
schedule, coordinate with City staff and consultants as needed, and return with interim
updates and a final set of recommendations for the City Council consideration.
FISCAL IMPACT
There is no fiscal impact related to the item.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act (CEQA) pursuant to Section 15060(c)(2) (the activity will not
result in a direct or reasonable foreseeable indirect physical change in the environment)
and Section 15060(c)(3) (the activity is not a project as defined in Section 15378) of the
CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no
potential for resulting in a direct or indirect physical change to the environment.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH, CALIFORNIA, CREATING THE
NEWPORT BEACH POLICE HEADQUARTERS
ASSESSMENT COMMITTEE
WHEREAS, Section 200 of the City Charter, of the City of Newport Beach
("City"), vests the City Council with the authority to make and enforce all laws, rules and
regulations with respect to municipal affairs subject only to the restrictions and
limitations contained in the City Charter and the State Constitution, and the power to
exercise, or act pursuant to any and all rights, powers, and privileges or procedures
granted or prescribed by any law of the State of California;
WHEREAS, at its meeting on September 23, 2025, the City Council voted to
consider the formation of an ad hoc committee to evaluate potential sites and assess
the feasibility, cost, and design of constructing a new Newport Beach Police Department
("NBPD") headquarters;
WHEREAS, the current NBPD headquarters, located at 870 Santa Barbara
Drive, was constructed in 1973 and no longer adequately meets the operational needs
of the NBPD;
WHEREAS, the City's Public Works Department completed a use survey of the
existing NBPD headquarters, along with a comprehensive needs assessment, to
evaluate current space utilization and future requirements;
WHEREAS, the use survey determined that the existing facility comprises
49,284 gross square feet, while the needs assessment concluded that a new
headquarters should be a minimum of 73,000 square feet to adequately accommodate
the Patrol Division and include a properly designed firearms training and shooting
range; and
WHEREAS, the City Council desires to create the Newport Beach Police
Headquarters Assessment Committee to evaluate potential sites and assess the
feasibility, cost and design options for a new NBPD headquarters.
NOW, THEREFORE, the City Council of the City of Newport Beach resolves as
follows:

Section 1: The City Council hereby creates the Newport Beach Police
Headquarters Assessment Committee ("Committee"), the purpose of which shall be to
evaluate potential sites and assess the feasibility, cost and design of constructing a new
Newport Beach Police Department headquarters.
Section 2: The Committee shall be an ad hoc advisory committee and shall be
subject to the Brown Act. The term, qualification of appointees, selection of appointees,
appointment process, membership, responsibilities, and expiration shall be done in
conformance with this resolution and Attachment 1, which is incorporated herein by this
reference.
Section 3: The recitals provided in this resolution are true and correct and are
incorporated into the operative portion of this resolution.
Section 4: If any section, subsection, sentence, clause or phrase of this
resolution is for any reason held to be invalid or unconstitutional, such decision shall not
affect the validity or constitutionality of the remaining portions of this resolution. The City
Council hereby declares that it would have passed this resolution and each section,
subsection, sentence, clause or phrase hereof, irrespective of the fact that any one or
more sections, subsections, sentences, clauses or phrases be declared invalid or
unconstitutional.
Section 5: The City Council finds the adoption of this resolution is not subject
to the California Environmental Quality Act ("CEQA") pursuant to Sections 15060(c)(2)
(the activity will not result in a direct or reasonably foreseeable indirect physical change
in the environment) and 15060(c)(3) (the activity is not a project as defined in Section
15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Division 6,
Chapter 3, because it has no potential for resulting in physical change to the
environment, directly or indirectly.

Section 6: This resolution shall take effect immediately upon its adoption by
the City Council, and the City Clerk shall certify the vote adopting this resolution.

ATTACHMENT 1
NEWPORT BEACH POLICE HEADQUARTERS ASSESSMENT COMMITTEE
AUTHORIZATION: Established by Resolution No. 2025-_ adopted on
October 14, 2025.
MEMBERSHIP: Seven (7) members appointed by the Mayor and
confirmed by the City Council.
MEMBERSHIP TERM: Membership shall be indefinite, pending expiration or
termination of the Committee. Committee members
shall serve at the pleasure of the City Council.
MEETINGS: Committee meetings will be held as necessary or
convenient for the Committee. All meetings shall be
noticed and held in such locations and at such dates
and times consistent with the Ralph M. Brown Act.
COMPOSITION OF The seven (7) members shall be comprised of three
APPOINTED MEMBERS: (3) City Councilmembers and four (4) residents of the
City of Newport Beach.
QUALIFICATIONS Members shall be City of Newport Beach residents.
OF MEMBERS:
SELECTION OF APPOINTED Except as otherwise required by state law, the Mayor
MEMBERS: (or his/her designee) shall have the discretion to
determine the process for selecting members and
shall not be required to form an "ad -hoc appointments
committee" or comply with the procedural or timing
requirements set forth in Council Policy A-2.
PURPOSE & A. Evaluate potential sites for a new Newport Beach
RESPONSIBILITIES: Police Department station headquarters and
provide recommendations to the City Council;
B. Assess the feasibility, cost and design of
developing a new Newport Beach Police
Department station headquarters and provide
recommendations to the City Council; and
C. Such other related matters as directed by the City
Council.
EXPIRATION: The Committee shall expire upon making its
recommendations to the entire City Council at a
noticed public meeting of the City Council, or
December 31, 2028, whichever is earlier.
