leadership, compassion, and innovation in addressing critical issues facing our community; and
�WJLE9 S, as a member of the-Wayor's Touth Council, Way was inspired to deepen her understanding of local
government andits role in shaping inclusive, compassionate, andforward-thinking policies; and
`WHERIM, drawing upon her own journey as an immigrant from Shanghai andher lived awareness of disparity and
resilience, 9Wgy has committed herself to addressing one of the most complex and pressing challenges of our time -
homelessness; and
tG{�`JpE4 7S, through her work and under the mentorship of city professionals including Natalie Basmaciyan, Way
identified a profoundgap in mental health services for individuals experiencing homelessness and created 12e91dember,
a trauma -informed support group designed to restore dignity, rebuild identity, and promote heating; and
`Gl&MZEM, the 12eYember program is currently operating at two Orange County sites, with ongoing efforts to
expand into the Bridge Shelter that serves the Newport Beach unhoused population, and has already become a
transformative, community -centered model integrating licensed clinicians and peers with lived experience; and
` O ET S, 9Ilay Shen exemplfes the values of civic engagement, empathy, and innovative leadership that the
914ayor's Touth Councilseeks to cultivate, and continues to inspire her peers and community through action, advocacy,
and vision.
