(25P02) ABSTRACT: The City of Newport Beach received construction bids for the Fiscal Year 2025-26 Citywide Park Fence Rehabilitation project and staff requests City Council approval to award the construction contract to DASH Construction Company, Inc. of Woodland Hills. This project is part of the Park Maintenance Master Plan (PMMP) and involves removing and replacing chain link fencing and fence painting at Bonita Canyon Sports Park, Buffalo Hills Park, Mariners Park and West Newport Park. RECOMMENDATIONS: a) Find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no expansion or an existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment; b) Approve the project plans and specifications; c) Award Contract No. 9837-1 to DASH Construction Company, Inc. for the total bid price of $392,500 for the Fiscal Year 2025-26 Citywide Park Fence Rehabilitation project, and authorize the Mayor and City Clerk to execute the contract; and d) Establish a contingency of $39,250 (10% of the total bid) to cover the cost of unforeseen work not included in the original contract. DISCUSSION: As part of the PMMP, City parks are periodically inspected for maintenance and repair issues. 9-1 Fiscal Year 2025-26 Citywide Park Fence Rehabilitation — Award of Contract No. 9837- 1 to Dash Construction Company, Inc. (25P02) October 28, 2025 Page 2 The PMMP evaluation includes irrigation controllers, amenities, park equipment and fencing. Staff prioritize the various capital maintenance needs with an emphasis on items that keep parks in service. This project focuses on fencing repairs, and the project locations are Bonita Canyon Sports Park, Buffalo Hills Park, Mariners Park and West Newport Park. The project addresses the fencing at the baseball fields, pickleball courts and tennis courts, which have deteriorated due to weathering, age and heavy use. At 10 a.m. on September 3, 2025, the City Clerk opened and read the following bids for this project: BIDDER TOTAL BID AMOUNT Low DASH Construction Company, Inc. $ 392,500.00 2nd Golden West Fence $ 490,627.57 3rd J & A Fence $ 499,000.00 4th Armor Fence Concepts $ 767,632.00 5th Quality Fence Co Inc $ 818,888.00 6th RED HAWK SERVICES, INC. $ 1,644,405.00 The City received six bids for this project. Staff recommends awarding to the lowest bidder, DASH Construction Company, Inc., which is registered with the Department of Industrial Relations and possesses a valid and current California State Contractor's License Classification "C-13", as required by the project specifications. A check of DASH Construction Company, Inc. references indicates satisfactory completion of similar projects for other public agencies. DASH Construction Company, Inc.'s bid amount was approximately 7.3% under the engineer's estimate of $470,700. The lower bid is attributed to a very competitive bid environment. Pursuant to the contract specifications, the contractor will have 30 consecutive working days to complete the project. Work is scheduled to begin in the fall of 2025. The project plans and specifications will be available for review at the October 28, 2025, City Council meeting or upon request. FISCAL IMPACT: The adopted Capital Improvement Program budget includes sufficient funding for the award of this contract. The project will be expensed to the PMMP. This program funds a variety of capital repair and maintenance projects in an effort to keep City parks in good condition and is funded through the General Fund. Staff recommends establishing $39,250 (10% of the total bid) for contingency purposes and unforeseen conditions associated with construction. ENVIRONMENTAL REVIEW: Staff recommends the City Council find this project exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 Class 1 (maintenance of existing facilities involving no expansion of an existing use) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because this project has no potential to have a significant effect on the environment. NOTICING: The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
