HomeMy WebLinkAbout00 - On the Agenda�A On the Agenda: October 28 City Council Meeting The next meeting of the Newport Beach City Council will be on Tuesday, October 28 at 4 p.m. The full agenda is available here. Agenda items include: • An appeal of a Planning Commission decision related to the planned replacement of Fire Station No. 1 and the Balboa Branch Library on the Peninsula. The project was approved in 2024. The landscaping plan included the removal of two diseased eucalyptus trees on the site. City staff later approved minor changes to the landscaping plan, as recommended by California Coastal Commission staff, to replace the trees with species to better support nesting birds such as great blue herons. The updated plan also results in a revised parking layout. The appeal challenges these project modifications. The City Council will decide whether to uphold or overturn the Planning Commission's approval. • A potential extension of a current temporary moratorium on new tobacco retailer businesses (including smoke shops) for an additional 10 months and 15 days. The moratorium also applies to the relocation or expansion of existing smoke shops. This extension would allow the City additional time to develop permanent regulations aimed at addressing youth access to tobacco and related products, public safety concerns and the growing number of smoke shop businesses in Newport Beach. • A proposal from Back Bay Barrels, LLC to redevelop a portion of the Newport Beach Golf Course with a recreational surfing facility. The Snug Harbor Surf Park project would replace an existing driving range, putting green, pro shop, restaurant/bar, and three golf holes with a five -acre surfing lagoon, viewing areas, pools, a spa, restrooms, landscaping and 351 parking spaces. A new clubhouse and a two-story building with 20 overnight rooms for athletes are also planned. The surf park would operate daily from 6 a.m. to 11 p.m., while golf operations would continue on the remaining course. Following a public hearing, the City Council will consider several approvals, including changes to the General Plan and environmental review certification. Because the Orange County Airport Land Use Commission previously found the project inconsistent with the John Wayne Airport Environs Land Use Plan, the Council will also consider overriding that determination. 15
