Mayor and Council Members:
We understand that evaluation and selection of sites for the proposed new Police headquarters
underway is being proposed to be administered by a 3 person City Council member- only committee.
The issue of preventing and managing all aspects of public safety and security has become of significant
importance to the City of Newport Beach and is constituents.
The Police Deparment `s responsibility and matter of functioning needs to be more proactive and
responsiveness if it is to not only React to crimes/accidents/incidents already committed, but be able to
provide a stronger presence and proactive approach, to management of the department, and
enforcement of regulations and policies.
The evidence is clear: Newport Beach has more people moving in and out of the City than ever before.
Some visitor base may appear economically beneficial to the City, but all carries with it increased risks of
safety and property related risks.More volume , uncontrolled e bikes, unsafe Auto use (
drunk/intoxicated driver, speedy or other ), aggression and inattention —these are concerns driving
actions by visitors and even some residents of all ages.
The City needs to show conviction that such risks are Not worth tolerating.
The City has been evolving to a posture of opportunism relative to Land use views and intensification. ----
inevitably will translate into more potential Risk.
The mission and role of the Police and how ( the department and individual officers and functions) need
to be carefully considered as part of planning for the Police facilities.
What is the Plan ? What does the Community need the P.D. to do going forward?
Investment in real property and technology alone without a thoughtful strategy and plan will not
provide the level of safety ,security and quality of life desired.
We are concerned with the proposed committee composition and selection. Of the 3 appointments,
only Member Barto has exhibited the level of interest and public policy insight that this initiatives
requires to be successful.
We ask that the Committee be reconsidered by the Council.
At least, establish some expert guidance and controls so that decisions are well-founded as the project
may progess.
