SUBJECT: CONDITIONS OF APPROVAL FOR:
Planned Development Permit PL2014-001 and Lot Merger LM2014-003
(PA2014-150)
1701 Corinthian Way (Area Bounded by Corinthian Way, Martingale
Drive, Dove Street, and Scott Drive) – 4th Review
Review the redesign of the gated entries.
CONDITIONS:
1. All improvements shall be constructed as required by Ordinance and the Public
Works Department.
2. An encroachment permit shall be obtained for all work activities within the public
right-of-way.
3. An encroachment agreement shall be obtain ed for any private improvements
within the public right-of-way per City Council L-6, Private Encroachments in
Public Rights-of-Way.
4. Reconstruct curb and gutter along the Dove Street, Scott Drive, Corinthian Way
and Martingale Way frontages per City Standards.
5. Reconstruct a minimum 6 foot wide sidewalk along the Dove Street, Scott Drive,
Corinthian Way and Martingale Way frontages per City Standards. Sidewalk
maybe located at the back of curb.
6. New ADA compliant curb access ramps shall be constructed at the intersection
of Dove Street and Scott Drive, Scott Drive and Corinthian Way, and Corinthian
Way and Martingale Way per City Standards.
7. Proposed parking layout and on-site circulation shall be reviewed and approved
by the City Traffic Engineer. Parking spaces and aisle widths shall be per City
Standard STD-805-L-A and STD-805-L-B. Turn around spaces and 5 foot
minimum drive aisle extensions shall be installed at the location of the proposed
gates within the parking garage. Proposed Parking layout shall comply with City
Standard STD-805-L-A and STD-805-L-B.
8. All proposed water and sewer connections for the proposed development shall
be reviewed and approved by the Public Works Department and the Utilities
Division of the Municipal Operations Department and constructed per City
Standards.
9. All improvements shall comply with the City’s sight distance requirement. See
City Standard 110-L.
10. In case of damage done to public improvements surrounding the development
site by the private construction, additional reconstruction within the public right-
of-way could be required at the discretion of the Public Works Inspector.
11. An easement for sidewalk purposes and emergency vehicle access shall be
granted to the City for the off-street emergency vehicle staging area on Scott
Drive.
12. An easement for public access shall be recorded for the proposed
park/pedestrian promenade on the south side of the project.
13. A sewer and water demand study shall be submitted for review and approval by
the Public Works and Municipal Operations Departments.
14. The proposed driveways shall be installed per City Standard STD -161-L with a
minimum 15 foot radius. A pedestrian easement may be necessary to
accommodate ADA compliant paths.
15. All residential parking spaces shall be assigned spaces.
16. Park area shall be dedicated to the City of Newport Beach.
17. No structural encroachment (i.e. tie backs, retaining wall, piles, columns, etc.)
shall be permitted within the public right of way and dedicated park area.
18. Gates within the parking garage shall be accompanied by a dedicated
turnaround space and minimum 5 foot hammerhead/drive aisle extension.
19. The gated residential entry off of Martingale Way shall be set back a minimum of
60 feet from the property line to provide adequate stacking/queuing outs ide of
the public right of way. The kiosk/call box shall be relocated closer to the gate.
Drivers inadvertently entering the driveway shall be permitted to enter the garage
to turnaround or applicant shall provide other means for drivers to turnaround
that is acceptable to the City Traffic Engineer. Gated entry is required to be
remotely opened to allow turnarounds. Appropriate signage shall be placed at
the entry to notify drivers that the entry is for residents only.
COMMENTS AND CORRECTIONS:
1. The proposed parking layout does not provide adequate turnaround spaces and
drive aisle extensions for the deadend drive aisle/gated areas.
2. Parking layout shall be submitted for review in advance of Planning Commission
Hearing Date in order for Planning Division to verify parking space counts.
3. Provide the slopes along the internal garage ramps. Ensure that the ramps
comply with City Standard STD-805-L-A and STD-805-L-B.
4. The trip generation information has already been provided to the Planning
Division.
5. A minimum 6 foot wide ADA compliant pedestrian path shall be provided outside
of the Emergency Vehicle Staging Area. A pedestrian easement may be
necessary depending on the final alignment of the pedestrian path. An
encroachment permit and encroachment agreement will be required for the
installation and maintenance of the portion of the Emergency Vehicle Staging
Area that is located within the public right of way and/or future easement areas.
Emergency Vehicle Staging Areas shall be solely for the use of Emergency
Vehicles. Move in/out and deliveries will be prohibited. Attached is a sample of
the previously approved mountedable curb.
6. The planting within the line of sight area shall have a maximum growth
characteristic of less than 24 inches.
7. Trees within the street right of way shall be at the direction of the Municipal
Operations Department.
